Kamara balik-sesyon ngayon

MAGBUBUKAS muli ang Mababang Kapulungan ng Kongreso ngayon upang pag-usapan ang priority bills at para iratipika ang P4.506-trilyong pambansang budget para sa 2021.

Ayon kay House Speaker Lord Allan Velasco, handa na ang Kamara na magtrabaho sa ilalim ng bagong normal na estriktong ipatutupad ang physical distancing at health protocols sa gitna ng patuloy na pangamba dulot ng CoVid-19.

“We need to hit the ground running and make full use of this year’s  remaining sessions to tackle and pass the priority measures, especially those that have been certified urgent by President Rodrigo Duterte,” ani Velasco.

May apat na linggo na lamang ang natitira sa Kamara para talakayin ang priority bills bago mag-adjourn sa 19 Disyembre para sa Christmas break.

“We are working with our House leaders in finding ways to fast-track priority measures that will ensure a more efficient and responsive government during these trying times,” ayon kay Velasco.

“We are confident that our colleagues in the legislature share a common goal as we all report for work on Monday,” dagdag niya.

Paliwanag ni Velasco, sinisiguro niya na mapipirmahan ng presidente ang 2021 General Appropriations Bill (GAB) bago matapos ang taon upang maging ganap na batas.

“We are looking forward to the bicameral conference on the 2021 GAB and hopefully, we will be able to ratify the bicam report before Congress adjourns for the holidays,” aniya.

Ani Velasco, ang panukalang budget ay pinakamatikas na panlaban sa CoVid-19 at makatutulong sa pag­bangon ng ekonomiya.

Kasama sa mga tatalakayin ng Kamara ang pagpapasa ng panukalang palakasin ang Republic Act 9160 o ang Anti-Money Laundering Act (AMLA), ang Internet Transactions Act, at ang panukalang Magna Carta of Barangay Workers.

Nauna nang isinertipika ni Pangulong President Duterte bilang “urgent” ang House Bill 6174 na layuning amyendahan ang AMLA.

Ani Velasco, ang agarang pagpasa ng Internet Transactions Act ay kinakailangan para maprotektahan ang mga consumer lalo ngayong dumami ang online transactions.

Ang iba pang priority measures ay Coconut Levy Fund; National Land Use Act; Rightsizing the National Government Act; Right to Adequate Food, Anti-Ethnic, Racial and Religious Discrimination Act; at On-Site, In-City, Near City Local Government Resettlement Program.

“All these economic measures would go hand in hand with bills that will address systemic corruption in government, both are equally important in helping the country get back on track, especially in the last two years of the Duterte administration,” ani Velasco.

Samantala, inilatag ng Kamara ang malawakang pagpatupad ng health and safety measures para maprotektahan ang mga mambabatas, mga empleyado, at iba pang bumibisita sa Kamara.

Ayon kay House Secretary General Jocelia Bighani Sipin lahat ng miyembro at empleyado na papasok ngayon ay kinakailangang mag­karoon ng the real-time polymerase chain reaction (RT-PCR) test para sa CoVid-19.
