MAS MALAWIG NA TERMINO SA PRESIDENTE, SOLONS, LGU

IMINUNGKAHI ni Pampanga Rep. Aurelio “Dong” Gonzales, Jr., ang pagpapahaba ng termino ng presidente upang mabigyan ng sapat na panahon para tugunan ang mga krisis na bumabalot sa bansa gaya ng CoVid-19.

Ayon kay Gonzales, imbes anim na taon ang isang termino, gawing limang taon na lamang ngunit puwedeng tumak­bo sa sunod na eleksiyon.

Kasama sa iminungkahi ni Gonzales ang pagpapalawig sa termino mga mambabatas, at lokal na opisyal kagaya ng gobernador, mayor, at iba pang opisyal ng lokal na gobyerno.

Ang panukala ay nakasaad sa House Resolution of Both Houses (RBH) No. 7, na isinumite noong Biyernes, 7 Enero.

Sa kanyang reso­lusyon, hinikayat ni Gonzales ang Senado at ang Kamara na mag convene bilang constituent assembly para pag-usapan ang panukalang constitutional amendments.

Sa kanyang panukala, magiging limang taon ang termino ng isang president pero maaaring tumakbo ulit ng isang ternino.

“A six-year tenure is too short for a good President, especially if he is confronted with a crippling crisis like the CoVid-19 pandemic, which continues to wreak havoc on our health and economy and whose end is not yet in sight. It may take more than one presidency before the nation can fully recover from this catastrophe,” aniya.

“On the other hand, if we do not like the way the President is governing, we can vote him out of office a year earlier if his term of office is five years,” dagdag niya.

Sa panukala, bawal nang tumakbo ang presidente sa kahit anong elective post sa pama­halaan.

Kasama sa RBH No. 7, ang termino ng bise presidente, at ang boto sa presidente ay boto rin sa bise.

“This would strengthen the political party system and ensure that the top two officials of the land are one in leading the nation,” ani Gonzales.

Para sa mga mam­babatas, hahaba ang termino ng bawat isa at magiging limang taon imbes tatlong taon na ipinaiiral sa kasalukuyan. Isang reelection na lamang at hindi na dalawa para sa mga kongresista.

“A three-year tenure is too short for a representative. On his first year, he tends to be on a learning curve in terms of legislative and constituency duties, with much of his work happening on his second year. A large part of his third year is spent on reelection-related activities,” aniya.

Ganito rin ang magiging patakaran sa mga lokal na opisyal.

Hindi, aniya kasama ang mga senador at opisyal ng barangay.

“These have been with us for 34 long years. It may now be time to modify them to strengthen our political system and hasten national and local development,” anang mambabatas ng Pampanga.

Aniya ang constituent assembly ay mabilis at matipid na paraan sa pagbabago ng Saligang Batas. (GERRY BALDO)
