Budget bill binawi ni Villafuerte Davao Group umalma

PORMAL na kinuwestiyon ng Appropriations Committee ni Rep. Isidro Ungab ang pagbawi ni Camarines Sur Rep. Luis Villafuerte sa panukalang pambansang budget na aniya’y dapat ipinasa ng Kamara sa unang pagbasa.

Si Villafuerte ay chair­man ng Committee on Finance at kaaalyado ni House Speaker Alan Peter Cayetano, si Ungab na­man ay kasapi sa Davao group nina Davao Rep. Pulong Duterte.

Sa isang liham na ipinadala ni Ungab kay Deputy Speaker Villa­fuerte, sinabi ni Ungab na hindi sya sangayon sa pag-withdarw ng House Bill 4228 o ang General Appropriations Bill.

“This is to formally relay my objection to the withdrawal of House Bill 4228 or the General Appropriations Bill (GAB) for FY 2020 which was scheduled for first reading last Wednesday, August 28, 2019.

Aniya ang ginawa ni Villafuerte ay taliwas sa nakasanayan na praktis sa Kamara na ang budget ay inaayos para maipasa sa takdang panahon.

“As per our schedule of activities for the briefings of the proposed 2020 budget, the last day is on September 6, 2019 and the preparation of the Committee Report will be on September 10, 2019. Plenary deliberations is also scheduled to start on September 12, 2019 until October 4, 2019 which is the planned approval of the GAB on third and final reading. We prepared this schedule of activities in order to approve the 2020 Budget on time before our break on October 5, 2019,” ayon sa liham ni Ungab.

Ani Ungab, ang pag-withdraw ni Villafuerte sa GAB ay siguradong mag­re­­resulta sa pagkadiskaril sa pagpasa ng GAB sa takdang araw.

Aniya, kung gagawa ng panibagong GAB ay kakain ng napakaraming panahon at kagamitan.

Ani Ungab, ang pag­ba­­go sa GAB ay magdu­dulot ng pangamba at hakahaka kung bakit pinalitan ng Kamara ang GAB na isinumite ng Malacañang.

NI VILLAFUERTE 

ITUTULOY, umano, ang pagtalakay sa budget para sa 2020 kahit binawi ni Camarines Sur Rep. Luis Villafuerte ang pa­nu­kalang batas sa P4.1-trillion National Expen­diture Program (NEP).

“We will not allow it (suspension of budget briefings). The hearings will proceed as scheduled unless there is an order coming from Speaker [Alan Peter Cayetano] to suspend it,” ayon kay Deputy Speaker, Surigao del Sur 1st district Rep. Johnny Pimentel.

Nagpahayag si Pi­men­tel, upang sagutin ang apela ng militanteng grupo sa Kamara na ipag­­paliban ang pagta­lakay sa budget hanga’t hindi ito iniew-refile ni Villafuerte.

Ang GAB ay nagsi­silbing panukala na du­ma­raan sa pagdinig sa Kamara at sa Senado bago pirmahan ng presi­dente at maging batas.

“We have committed to the President that we will pass the budget on time so as not to repeat what happened to the delayed budget of 2019,” ani Pimentel.

Ang GAB ay binawi ni Villafuerte alinsunod uma­no, sa utos ni House Speaker Alan Peter Caye­tano noong 28 Agosto.

Ayon sa militanteng grupo, kasama ang Bayan Muna, Gabriela, at Kaba­taan party-list, ang pag­bawi sa GAB ay nag­babadyang magkaroon ng pagsingit ng “pork barrel” sa panukalang batas.

“Pork barrel was already declared un­constitutional by the SC, therefore we cannot insert it in the GAB because it would be illegal. Their accusations have no basis at all,” giit ni Pimentel.
