‘Pangil’ ni Mison tinapyasan

BINAWASAN ng Department of Justice (DoJ) si Immigration Commissioner Seigfred Mison ng awtoridad at kontrol sa pag-aapruba at pag-iisyu ng visa sa lahat ng immigration port of entries.

Kasunod nito, iniutos ni Justice Secretary Alfredo Benjamin Caguioa ang imbentaryo sa lahat ng “exclusion and recall” orders na inisyu ng Immigration bureau para sa taon 2013, 2014 at 2015.

Ang ‘exclusion’ ay tumutukoy sa agad na pag-uutos sa dayuhan na mai-deport pabalik sa kanyang bansa, sa kanyang pagdating pa lamang sa paliparan dahil sa pagiging undesirable alien, habang ang ‘recall’ ay pag-aalis sa ‘exclusion order.’

Pinaniniwalaan na ang pag-iisyu ng ‘recall and exclusion orders’ ay ginagamit sa extortion ng corrupt na Immigration officials at personnel.

Ang mga direktiba ni Caguioa ay nakasaad sa Department Order (DO) 911, 912 at 913, na may petsang Nobyembre 23.

Sa DO 911, nakasaad ang pagpapabalik sa awtoridad ni Associate Commissioner Gilbert Repizo bilang commissioner-in-charge sa lahat ng ports of entry sa bansa.

Sa ilalim ng nasabing order, si Repizo ay may “exclusive and direct supervision and control’ sa lahat ng personnel, na direkta o hindi direktang konektado sa border control operations sa lahat ng ports sa bansa, kabilang ang regular employees, confidential agents, contractual employees at/o job order employees ng Intelligence Division, Counter Intelligence Unit, Border Management Security Unit at Travel Control Enforcement Unit.”

Ibinibigay rin nito sa associate commissioner ang “exclusive authority” sa pag-isyu ng exclusion orders.

Sa DO 913, inatasan ng Justice chief si Repizo na magsagawa ng imbentaryo sa lahat ng ‘recall and exclusion orders’ mula 2013 hanggang 2015 at magsumite ng ‘corresponding reports with appropriate details, observations and comments’ sa bawat ulat sa insidente.

Sa DO 912, inaalisan si Mison ng solong awtoridad sa pag-apruba sa lahat ng aplikasyon para sa immigrant visa, non-immigrant visa conversion and issuance, amendment, extension at renewal ng Alien Certificate of Registration Identity Cards.

Ibinalik ni Caguioa ang nasabing kapangyarihan sa Board of Commissioners.

Sa DO 912, bilang resulta, mabubuwag na ang Visa and Special Permits Task Force (VSPTF), ang unit na nilikha sa ilalim ng Department of Justice Memorandum Circular 052, na ang function ay magproseso ng lahat ng aplikasyon para sa visa, at iba pa.

“Morever, the VSPTF shall immediately cease and desist from processing any application and it shall forthwith endorse any such application to the Legal Department. All applications that have been endorsed by the VSPTF to, and are currently pending action by, the commissioner, shall be endorsed to the Board of Commissioners for the latter’s proper action,” nakasaad sa order.

Ang mga order ni Caguioa ay agad na magiging epektibo. ( HNT )
