Customs Revenue Modernization Office buwagin (Rekomenda ng Kamara)

INIREKOMENDA ng committee on ways and means ng House of Representatives ang pagbuwag sa Office of the Revenue Agency Modernization (ORAM) ng Bureau of Customs (BoC) bunsod nang pagkabigong maabot ang kanilang performance targets.

“We recommended that it be abolished,” pahayag ni Marikina Rep. Romero Federico Quimbo, chairman ng komite.

“The committee determined that the underperforming retired generals were not suited for the position, considering that they had performed worse than those they replaced. The committee further recommended that they be replaced by those who know the job better,” pahayag ni Quimbo sa kanyang text message.

Sa nakaraang pagdinig na isinagawa ng komite, tinawag ni Valenzuela Rep. Magtanggol Gunigundo ang ORAM bilang “failed experiment” ng bureau.

“After several months or years, they have nothing to show in terms of revenue performance,” ayon kay Gunigundo.

Binuo sa ilalim ng Executive Order No. 139 noong Oktubre 2013, ang ORAM ay inatasang magpatupad ng mga sistema at process enhancements, at magbuo ng Code of Ethics para mapagbuti ang ‘integrity and performance’ ng revenue generating agencies, katulad ng BoC at Bureau of Internal Revenue (BIR).

Ang nasabing tanggapan ay kumuha ng retiradong mga heneral ng Armed Forces of the Philippines, na itinalaga sa Customs district ports bilang officers-in-charge. Sila ay inatasang komolekta ng ‘revenue’ at sikaping maabot ang target collection.

Sa ginanap na pagdinig, nabatid na walo mula sa 17 Customs district ports ay pinamumunuan ng mga retiradong heneral.

Sinabi ni Quimbo, wala pang nakikitang “significant changes” sa bureau sa punto ng revenue collection magmula nang itatag ang nasabing tanggapan.

Sinabi ni Customs deputy commissioner Jessie Dellosa, dating AFP chief, hindi siya makapagbibigay ng komento kaugnay sa performance ng port collectors, ngunit idinagdag na inirekomenda niya ang mga retiradong heneral sa puwesto dahil sa kanilang integridad, management skills, at kakayahan.

Mula Enero hanggang Agosto 2015, iniulat ng BoC ang actual revenue collection na P235.57 bilyon, kapos sa target na P273.06 bilyon, pahayag ni Customs Commissioner Alberto Lina.
