ConAss itinutulak ni Salceda

PABOR si Albay District II representative Joey Salceda sa pagsasagawa ng pagbabago sa Saligang Batas tu-ngo sa federalismo sa pa-mamagitan ng Constitutional Assembly.

Ipinahayag ito ni Salceda sa Kapihan sa Manila Bay, sa Café Adriatico sa Malate, Maynila sa pagtalakay sa pagnanais ni Pa-ngulong Rodrigo Duterte na maisaayos ang pamahalaan para sa pagpapalakas ng ating demokrasya at pag-unlad na rin ng buong bansa.

Ayon sa mambabatas, mas mapagaganda ang pamamalakad sa pamahalaan kung magiging federal ang ating gobyerno dahil hindi na kakailanganin pang ipaglaban sa national level ng bawat lalawigan ang kinakailangan nilang resources.

“This (federalism) will promote political security in troubled areas of the country, and achieve peace and political, and economic stability,” diin niya.

Una rito, nagpahayag ang dating gobernador ng Albay na may intensiyon siyang maging co-author ng bill sa Charter Change na inihain ni Davao del Norte representative Pantaleon Alvarez.

“Under the present political and economic structures, the wealth of the nations tends to be skewed or concentrated in Metro Manila, which effectively hampers growth in rural areas,” aniya.

“Using the same political and economic structure, you’re consigning the 107 million people to the dustbin of economic progress. The country ranks 137th in terms of nominal GDP per capita,” dagdag niya.

Ipinaliwanag ni Salceda na 62 porsiyento ng Gross Domestic Product (GDP) ay mula sa Metro Manila, Cala-barzon (Cavite, Laguna, Batangas at Quezon) at Clark Economic Zones, ngunit ang 74 porsiyento ng mahihirap ay nagmumula sa mga lalawigan sa labas ng mga sinasabing  growth areas.

“We are just ahead of, or better than, Laos in terms of poverty incidence. The national conversation should now be focused on what should be done since we have tried the political democracy, American style, the unitary republican style,” konklusyon ni Salceda.
