Pondo ng NTF-ELCAC isailalim sa COA special audit — Drilon

BINATIKOS at tinutulan ni Senate Minority Leader Franklin Drilon ang kahilingan ng pamahalaan na pagkalooban ng dobleng pondo ang National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) na nasa P40 bilyones abf nakapaloob sa panukalang 2022 National Expenditures Program (NEP).

     Kasunod nito, hiniling din ni Drilon sa Commission on Audit (COA) ang pagsasagawa ng special audit para sa pondo ngayong taon ng NTF-ELCAC.

     Sinabi ni Drilon, batay sa impormasyong kanyang natanggap mula sa isang impormante sa Department of Budget and Management (DBM) halos dinoble talaga ang budget ng NTF-ELCAC para sa susunod na taon.

     Mula sa P19.2 bilyong budget sa kasalukuyan, ang P16 bilyon ay ipinamahagi ‘umano’ sa 820 insurgency-free barangays sa buong bansa ay P40 bilyon ang hihilingin ng ahensiya para sa susunod na taon.

     “Let’s not mince words: it’s an election giveaway. That would be unacceptable in the face of growing threats of CoVid-19 virus. That would be an injustice to 4.2 million families who experienced hunger and 3.73 million Filipinos who lost jobs to the pandemic in May,” ani Drilon.

     Iginiit niya, lalo sa susunod na taon, magaganap ang halalan, obvious na obvious na ang dobleng pondo ng NTF-ELCAC ay plano para makabili ng boto.

     Tinukoy ni Drilon ang deficit ng pamahalan sa kasalukuyan ay P761 bilyon mababa ang revenue collections dahil sa pandemya.

     Iginiit ng Senador na dapat maisagawa ang COA ng special audit sa P16.3 bilyong umano’y ipinagkaloob sa 820 barangays.

     Ipinunto ni Drilon, ang ilang proyekto o programang kanyang nalaman ay pawang “soft projects,” na talamak sa korupsiyon katulad ng livelihood at skills training programs, assistance to indigent individuals, educational assistance, medical assistance, burial assistance, seedlings and fertilizer distribution, and provision of agricultural farm inputs, at iba pa.

     “These soft programs are often the source of corruption as we have seen in the past. The COA knows the history of fertilizer fund scam and the TESDA ghost scholars. This is exactly the kind of system that is prone to corruption,” dagdag ni Drilon.

     Banta ng mambabatas, sa sandaling talakayin ito sa senado, kanyang tututulan at titiyaking bubusisisin ang lahat ng panukalang budget ng bawat ahensiya o institusyon ng pamahalaan. (NIÑO ACLAN)
