Panukala sa presidential succession binawi ng QC lady solon

BINAWI kahapon ni Quezon City Rep. Precious Hipolito Castelo ang kanyang panukala na magbibigay kapang­yarihan kay Pangulong Duterte na magtalaga ng hahalili sa kanya sakaling hindi nakayanang gampanan ng presidente, bise-presidente, ng Senate president, at ng House speaker.

Ang pagbawi sa House Bill No. 4062, na isinumite ni Castelo noon pang 20 Agosto 2019, ay ginawa matapos akuin ng pangulo na malubha na ang kanyang sakit sa lalamunan.

Sa liham ng kongresista kay House Secretary General Jose Luis Montales, sinabi ni Castelo na binabawi na niya ang kanyang panukala.

“I write to respectfully request for the withdrawal and permanent archiving of House Bill No. 4062, which was filed on Aug. 20, 2019. Please take note that the said bill has not been acted upon by the Committee on Constitutional Amendments since the date of its filing,” ani Castelo.

Ang panukala, may titulong “An Act giving the President the power to delegate or designate a successor in the unlikely event that the President, Vice President, Senate president, and the Speaker of the House of Representatives die or become incapacitated to fill in the role of the President.”

Ayon sa kongresista, ginaya niya ang panukala sa kahawig na batas sa Estados Unidos.

Aniya, binabawi niya ang panukala para burahin ang maling impresyon na gusto niyang balewalain ang sinasabi ng Saligang Batas patungkol sa “line of succession.”

“That is not so, far from it. The bill does not remove the line of succession. I am for respecting that provision of the Constitution and the line of succession to the highest office,” aniya.
