KAHIT na identified ang matapang na kolumnistang si Mon Tulfo kay Pangulong Duterte bilang special envoy sa China, tutol siya sa pagpapasara ng National Telecommunication Commission sa ABS-CBN.
At kumakatig ang pamosong kolumnista sa pahayag umano ni Justice Secretary Menardo Guevara na ‘di pwedeng baliktarin ni Pangulong Duterte ang naging desisyon ng NTC. Ang ibang miyembro raw ng gabinete ay naniniwalang pwedeng baliktarin ng Pangulo ang utos ng NTC.
Pahayag ni Tulfo sa isang bahagi ng kolum n’ya sa The Manila Times noong Sabado (May 9): “Even Justice Secretary Menardo Guevarra contradicts his fellow Cabinet member saying the order of the NTC, which issued a cease-and-desist order on ABS-CBN, can be overruled by the President.”
Pero hindi ang punto n’yang ‘yon ang tinalakay n’ya nang husto kundi ang ‘di pagkilos agad ng House of Representatives sa pagpapasa ng bill sa pagri-renew ng franchise ng ABS-CBN noong mga nagdaang buwan para naipadala nila ang Bill sa Senado na siyang mag-eendoso ng bill kay Pangulong Duterte.
Partikular na sinisi n’ya sa nangyari si Cong. Franz Alvarez na chairman ng Committee on Legislative Franchises. Balik-tanaw ni Tulfo: “The Congress’ Committee on Legislative Franchises under Palawan Rep. Franz Alvarez is to blame for foot-dragging on the application for a renewal of the network’s franchise.
“Had the Alvarez committee given the nod, the House of Representatives, in a plenary session, would have passed the bill for the renewal of ABS-CBN’s franchise.
“The House would then have passed the bill on to the Senate for approval.
“The Senate, in turn, after acting on the bill, would have handed it over to Malacañang for the President’s signature, thus turning it into law.”
Batid naman ng kolumnista na si Presidente Duterte ang pinagbibintangan ng maraming tao na may sala sa pagpapasara ng ABS-CBN. Iniisip nilang gumaganti ang Presidente sa ABS-CBN na ang pinaboran umano noong presidential election ay ibang mga kandidato.
Ani Tulfo: “In the minds of these personalities, ABS-CBN’s shutdown was because of a presidential vendetta owing to the network’s perceived partiality toward Digong’s rivals during the 2016 presidential campaign.
“And you can’t blame them for arriving at that conclusion since the President said he wanted the network shut down, although he has since taken back his statement.”
Ang pinatutungkulang “personalities” ng kolumnista ay ang ang mga tinitingalang tao na dating pabor sa Pangulo ay itinatatwa at tinatalikuran na siya ang dahilan na mayurakan ang press freedom sa bansa sa pagpipinid ng ABS-CBN.
Tinawag ni Tulfo si Solicitor General Jose Calida na “self-appointed attack dog.” Pagkakastigo ng kolumnista: “Solicitor General Jose Calida, the self-appointed attack dog of President Digong, made use of the hiatus in the approval of the franchise by calling for the network’s closure.
“Calida didn’t consider the network’s 11,000 employees who would be rendered jobless, sticking to the Latin principle of dura lex sed lex (the law may be harsh, but it’s the law)…”
May napipinto umanong bakbakan sa dalawang tanggapan ng gobyerno. Pahayag ni Tulfo: “A battle royale between the Office of the Solicitor General and the Department of Justice is in the offing.”
At ang magiging talunan sa bakbakan ay ang mamamayang Filipino. Ani Tulfo: “Meanwhile, the Filipino people are the losers in the crossing of swords between the two Cabinet departments.
” With the closure of ABS-CBN, the people are limited in the choice of news and entertainment programs.”
Ang kongklusyon ng kolumnista ay isang napakalaking pagkakamali ng pamahalaan ang pagpapasara ng ABS-CBN. Proklama ni Tulfo: “The government has made an egregious blunder in shutting down the colossal network, especially at this most critical time when news dissemination about the coronavirus pandemic is essential.”
Inaamin ng m kolumnista na apektado siya sa mga panlalait at panunumpa na inihahambalos sa Presidente sa panahong ito. Pagtatapat n’ya: “As a close friend of Digong who was the one of the first to encourage him to run for the highest office, I am affected by the flak he’s reaping worldwide.”
