Aprub sa Kongreso… Martial Law parang ‘unli’ sa Mindanao

APRUB na kahapon sa Kongreso ang pagpapalawig ng Martial Law sa Mindanao sa gitna ng pagtutol ng opo­sisyon sa panukala ng adminis­trasyon. 

Sa joint session ng Kongreso kahapon, ina­probahan ang kahilingan ni Pangulong Rodrigo Duterte na palawigin ang martial law sa Mindanao sa panibagong isang taon.

Umabot sa 12 sena­dor ang bumoto pabor sa panukala habang lima ang umayaw.

Ang 12 senador na pabor sa Martial Law ay sina: Senate President Vicente Sotto III, Senate Majority Leader Juan Miguel Zubiri, at Se­nators Gregorio Honasan II, Panfilo Lacson, Ri­chard Gordon, Cynthia Villar, Grace Poe, Aqui­lino Pimentel III, Joseph Victor Ejercito, Juan Edgardo Angara, Sherwin Gatchalian, at Emmanuel  Pacquiao.

Umayaw sa panu­kala sina  Paolo Benigno Aquino IV, Franklin Drilon, Francis Escudero, Risa Hontiveros, at Francis Pangilinan; Si Senate President Pro Tempore Ralph Recto ay nag-abstain.

Sa bahagi ng Kamara, 223 ang bomoto pabor habang 23 ang ayaw. Walang nag-abstain.

Ayon kay Majority Leader Rolando Andaya ng Camarines Sur, nani­niwala ang Kamara sa pagpapalawig ng Martial Law at ang pagsuspende sa writ of habeas corpus para tuluyan nang puk­sain ang rebelyon sa Mindanao.

Sila Rep. Luis Ray­mund Villafuerte ng Camarines Sur at Deputy Speaker Raneo Abu ng Batangas City ay sumo­porta sa panukala ng presidente.

“Based on the assess­ment of the AFP (Armed Forces of the Philippines) and PNP, the people of Mindanao want martial law to continue. They have responded favorably to its implementation and the way that the military and police have handled it with utmost respect for the human rights of the people they are tasked to protect,” ani Villafuerte.

Ayon kay Abu, ang pagpalawig sa ML ay naaayon sa saligang ba­tas. Naniniwala siya na may sapat na kaalanam ang presidente para isu­long ang ML.

Para kay Iligan City Rep. Frederick Siao, ang pagpapalawig sa ML mag­dudulot ng pang­habang buhay na kapa­yapaan at pag-unlad sa Mindanao.

“Those rebel groups, terrorists, lawless armed groups, and private armies must be wiped out this year.  Hunt them down, every last one of them, so there will be no more need for martial law after this extension because after this, Congress will no longer be in the mood for another round of this,” ani Siao, vice chairman ng House committee on tourism.

Sa panig ng oposis­yon, walang sapat na basehan, ang pagpalawig ng ML sa Mindanao.

There is no con­s-titutional and factual bases for the extension because rebellion does not persist in Mindanao and public safety is not imperiled,” ani Albay Rep. Edcel Lagman.

Para kay Bayan Muna party-list Rep. Carlos Zarate ang dahilan ng pangatlong pagpalawig sa ML ay kinopya lamang mula sa nakaraang taon.

Ayon kay Akbayan party-list Rep. Tom Villarin: “The greatest threat in Mindanao is not from terrorist groups but the thinking that only martial law can solve its problems that are deeply rooted in conflict and poverty.”
