P90-M budget sa federalism info drive kinuwestiyon

KINUWESTIYON ng da­la­wang senador ni­tong Miyerkoles ang P90 milyon budget para sa information and dis­semination campaign sa federalismo na itinu­tulak ng adminis­tra­syon.

Kinuwestiyon ni Se­na­dor Francis Escudero kung bakit mayroon nang alokasyon para sa federalism program na hindi pa naaaprobahan.

“Wala pa ngang approved federalism, ano ang ikakampanya natin? We don’t even know what shape, size, color, or format. What will we disseminate? It is a draft proposed con­stitution, na pagdedeba­tehan pa sa House (of Representatives), hindi pa nga natin alam anong hugis o itsura no’n,” pahayag ni Escudero sa budget briefing sa Senado.

“Hindi ba dapat ang ide-disseminate natin ‘yung aprobadong ver­sion para maintindihan ng tao? Hindi ‘yung kung ano pa lang ang pinagde­de­batehan na puwedeng magbago completely e ‘yun ang ilalako natin,” dagdag niya.

Gayondin, sinabi ni­yang ang fund allocation para sa programang hindi pa naaaprobahan ng Kong­reso “goes beyond the logic of the program spending, planned spend­ing of the government.”

Kasabay nito, kinu­westiyon niya kung saan magmumula ang P90 milyon pondo dahil hindi ito kasama sa 2018 bud­get.

“We are already at that stage, may na-al­locate na P90 million para sa information dissemi­nation sa federalism. Saang item [kukunin] ‘yun under the DAP (Disbursement Accele­ration Program) ruling? I don’t recall an item in the budget in 2018 on the information disse­mina­tion, campaign for federalism,” aniya.

Nauna rito, sinabi ni Presidential spokes­person Harry Roque, binuo na ang inter-agency task force na magsasagawa ng na­tion­wide information dissemination campaign ukol sa federalismo.

Sinang-ayonan ni Senator Loren Legarda ang sentimyento ni Escudero.  “It’s true, it’s confusing, hindi bale kung isa lang pero ang dami-daming versions. They have these viber threads on their own versions. We are not even sure if we are changing … from present to what? We don’t want to spread confusion to the people,” aniya.

Itinanong din niya ang hinggil sa compre­hensive report ng eco­nomic team hinggil sa direct at indirect costs at epekto ng pagpapa­tupad ng proyekto sa federalismo.
