Political parties absent sa source code review

HINDI dumalo ang ilang political parties sa Source Code Review na kasalukuyang isinasagawa ng Commission on Elections (COMELEC) sa St. Andrews Hall sa De La Salle University.

Habang ang ilang technical representatives ng iba’t ibang partido ay dumalo sa unang araw, napansin ng media ang kawalan ng technical representatives sa buong huling linggo.

“We were hoping to get the opinion of the technical representatives of the Liberal Party and UNA on whether or not they approve of the source code. Unfortunately, the only person present everyday was the representative of Smartmatic,” pahayag ni Billie Beltran ng online opinion daily ManilaSpeak.com.

Nitong Oktubre 8, 2015, inilunsad ng COMELEC at Smartmatic ang pagpapasimula ng Source Code Review.  Ang Source Code Review ay inilunsad ng COMELEC and Smartmatic upang ma-validate ng publiko ang “accuracy and security” ng buong sistema na gagamitin sa 2016 Philippine elections. Bukod dito, magagawa ring i-review ang instructions na ibinigay sa Optical Mark Reader (OMR) Machines at sa Canvassing Servers. 

Ang source code ang magbubunyag kung paanong ang sistema ay naka-program. Sa kasong ito ng election system, ang source code nito ay maaaring i-review upang ma-validate at ma-certify na ang sistemang ito ay ‘accurate, reliable, secure,’ at walang malicious code sa loob nito.

Ngayong taon, binuksan ni COMELEC Chairman Andy Bautista ang source code review ilang buwan bago ang halalan upang mapagkalooban ang kinauukulang partido nang sapat na panahon na inspeksiyonin ang source code. Ang source code review lecture ay isinagawa ng Comelec bilang pagpapasimula ng review ngayong buwan. Ang source code ay bubuksan para sa review sa De La Salle University grounds sa loob ng pitong buwan.

Ang mga kinatawan ng walong accredited political parties and/or concerned groups ay maaaring bumisita sa source code review center sa DLSU na bubuksan ng limang araw kada linggo, mula 8 a.m. hanggang 5 p.m.

Ang walong accredited groups ay Liberal Party (LP), United Nationalist Alliance (UNA), Nationalist People’s Coalition (NPC), Unang Sigaw, isang political party sa Nueva Ecija, Bagong Bayan Party, sa pangunguna ni dating Senador Richard Gordon, Parish Pastoral Council for Responsible Voting (PPCRV),Center for People Empowerment in Governance (CenPEG), and Lakas-CMD.

Tiniyak ng Smartmatic sa publiko na ang source code ay imposibleng ma-hack. Sinabi ni  Smartmatic Technology Manager Marlon Garcia, ang source code ay may sariling encryptions sa lahat ng levels. 

“We always put the security measures required. In every election, we change our security features. So if any person finds out [about] the previous implementation,  it becomes useless by next election,” dagdag ni Garcia.

Tiniyak din ni Garcia sa publiko na ang review site nito ay secure din. “There is only a particular workspace for the source code reviewer,” paliwanag ni Garcia, idinagdag na ang review ay isinagawa sa environement na ang mga reviewers ay hindi makokopya o mapi-print ang files, at ang lahat ng networks ay ipinatigil upang matiyak na walang makakukuha ng impormasyon. Mayroon ding CCTV camera na magmo-monitor sa galaw ng reviewers.

Sa puntong ito, ang accredited groups ay maaaring i-review ang base code. Ang isa pang review ng source code na may pangalan ng mga kandidato ay bubuksan sa Pebrero 2016. Ang parallel review ay nagaganap din para sa certification ng SLI Global Solutions.
