BAKIT namimigay si Vice President Sara Duterte ng P50,000 kada buwan sa mga procurement official ng Department of Education (DepEd) noong siya ang namumuno sa ahensiya?
Ito ang tanong ng mga kongresista matapos mapakinggan ang testimonya ni dating DepEd Undersecretary Gloria Jumamil-Mercado sa harap ng House Committee on Good Government and Public Accountability, na pinamumunuan ni Manila 3rd District Rep. Joel Chua.
Iniimbestigahan ng komite, para makalikha ng angkop na batas, ang sinabing maling paggamit ng Office of the Vice President (OVP) ng milyon-milyong pondo nito.
Kasama sa sinisiyasat ng komite ang paggamit sa pondo ng DepEd mula 2022 hanggang 2024 noong kalihim pa nito si Vice President Duterte.
“Between February 2023 and September 2023, I received a total of nine (9) envelopes labeled ‘HoPE’, my concurrent position in DepEd during that time. These envelopes were handed to me monthly by Assistant Secretary Sunshine Fajarda, which she says came directly from the office of Vice President Sara Duterte,” paglalahad niya.
“(G)aling kay VP, is what she would typically say as she hands the envelopes. It would appear that I received these envelopes by virtue of my office as HoPE. Atty. Sunshine Fajarda is the wife of Edward D. Fajarda who is the Special Disbursement Officer,” aniya.
Sa loob ng apat na dekada, nagsilbi si Mercado sa gobyerno at sinabi sa komite na hindi niya binuksan ang mga envelope para alamin ang nilalaman nito. Gayonpaman kada envelope ay may nakasaad na halaga.
Paulit-ulit niyang sinabi sa mga tanong ng mga mambabatas na hindi siya komportable sa pagtanggap ng mga envelope mula sa bise presidente na siya rin pinuno ng DepEd.
Nausisa ni Batangas 2nd district Rep. Gerville “Jinky Bitrics” Luistro si Mercado kung tingin ba niya ay iniimpluwensiyahan siya lalo’t dahil sa kaniyang posisyon sa departament. Tugon ni Mercado, “It could be.”
Nito na lamang nang siya ay magretiro nagkalakas ng loob si Mercado, kasama ang mga pinagkakatiwalaang kaibigan, na buksan ang naturang mga envelope at i-donate ito sa isang non-government organization (NGO).
Itinago ng dating undersecretary ang naturang envelopes.
Sa pagdinig nitong Miyerkoles, nagdesisyon si Mercado na ibigay sa komite ang naturang mga envelope, matapos ipagbigay-alam sa kaniya ni Deputy Majority Leader Tingog Party-list Rep. Jude Acidre na tinawag siya ni Vice President Duterte bilang “disgruntled former employee” at inakusahan na nangikil ng milyong piso nang hindi niya alam.
“It’s very sad,” wika ni Mercado habang inilalabas ang maliit na lagayan mula sa kaniyang bag.
“I don’t want to do this, but since siya na ‘yung nagsabi, i-turnover ko na ‘yung envelopes. The envelopes were where the money was. So it’s nine envelopes. It says HoPE, and the amount is there,” dagdag ni Mercado.
