Kalusugang pangkaisipan, gawing prayoridad — Robes

NANAWAGAN si San Jose Del Monte City Rep Florida “Rida” Robes na bigyang prayoridad ang kalusugang pangkaisipan sa gitna ng lumalaking bilang ng insidente ng depresyon at pagpapakamatay sanhi ng pandemyang dulot ng CoVid-19.

Ginawa ni Robes ang pana­wagan sa ginanap na online forum ng Philippine Press Institute na may titulong “Nakakaloka, A Silent Pandemic: The Impact of Covid-19 on mental health” bilang panauhing tagapagsalita.

Sinabi ni Robes, marami siyang natanggap na ulat sa isyu ng kalusugang pangkaisipan sanhi ng kawalan ng katiyakan na dulot ng pandemya. Binigyang diin niya na lomolobo ang bilang ng tinatamaan ng sakit sa pag-iisip sa nakalipas na dekada na lalo pang pinalala ng pandemya.

Sa kabila nito, hindi ito binigyang prayoridad ng pama­halaan at limang porsiyento lamang ang inilaan sa isipang pangkalusugan sa kabuuang budget na ipinagkaloob sa Department of Health (DOH).

Ito aniya ang dahilan kaya’t naghain siya ng panukalang batas, ang House Bill 9980 na magtatatag ng mental health clinic sa San Jose Del Monte City sa Bulacan na magiging kauna-unahan sa bansa sa oras na maipasa bilang batas. 

Noong nakaraang buwan ay inaprobahan ng Mababang Kapulungan ng Kongreso sa ikatlo at huling pagbasa ang naturang panukala at hinihintay na lamang ang pag-aproba rito ng Senado.

Sinabi ni Robes, popon­dohan ng pamahalaang lungsod ng SJDM ang itatayong mental health clinic sa pakikipag-ugnayan sa DOH. Magkakaloob ito ng serbisyo kabilang ang counselling at theraphy, crisis counselling at intervention, medication, evaluation and management, group therapy, mindfulness meditation, after-hours care at iba pang ser­bisyong may kaugnayan sa pangkaisipan.

Bukod aniya rito ang pagbibigay ng psychotherapy sa pasyenteng dumaranas ng maraming karamdaman sa utak tulad ng management of difficult emotions, pagkabalisa at pagka­kunsumi, childhood trauma, isyung pang-kultura, life transitions, depresyon, parenting issues, post-traumatic stress disorder, domestic abuse pati na ang family at interpersonal conflicts

Ayon kay Robes, inakda rin niya ang iba pang panukalang batas na naglalayong palakasin ang serbisyong pangkalusugan ng kaisipan sa paaralan, kolehiyo at unibersidad. Sinabi niya na ang HB 10284 o ang An Act Strengthening the Mental Health Services of State Universities and College at ang HB 10327 o ang An Act Strengthening the Promotion and Delivery of Mental Health Services Through Hiring and Deployment of Mental Health Professionals ay inaprobahan na ng Committee on Health at nakatakdang aprobahan sa ikalawang pagbasa sa pagbubukas ng Kongreso sa susunod na buwan.

“I am hoping that these two bills get approved by the House of Representatives when session resumes next month and that the Senate moves in the same direction on mental health issues. This is an issue that is close to my heart because I know many people who are experiencing depression, anxiety, helplessness at this very difficult time. I myself have experienced those feelings when CoVid-19 came close to our home,” wika ni Robes.

“I believe that as much as we work to address Covid-19, we should also give the same attention to our mental health because this is what will have a greater impact on our well-being as we recover from this pandemic and that is what I will continue to advocate in Congress and for the people of San Jose Del Monte City,” dagdag ng mambabatas.
