Sabwatang ‘Diokno-DPWH’ lumilinaw na (Sa Sorsogon flood control project)

MATAPOS ang pagdinig sa Naga City noong nakaraang linggo, sinabi ni Majority Leader Rolando Andaya na napapangita na niya ang sab­wa­tan ng matataas na opisyal ng Depart­ment of public Works and Highways (DPWH) at ni Department of Budget and Management (DBM) Secretary Benjamin Diokno sa paglustay ng pondo para sa flood control sa Sorsogon.

Ayon kay Andaya, malinaw na may nag-uutos sa mga taga-DBM at DPWH para pondohan ang mga proyektong hindi naman kailangan.

Ani Andaya, ‘yung mga testimonya ng “resource persons” sa pagdinig sa Naga City nagpahiwatig na may conspiracy sa flood control projects.     

“The testimonies given under oath by those subpoenaed indicate a top-level conspiracy in the multi-billion peso flood control scam that may involve ranking officials of government. At the very least, the testimonies and evidence point to DBM Sec. Benja­min Diokno in conspiracy with a senior DPWH official,” ani Andaya.

Kaugnay nito isu-subpoena ng House committee ang matataas na opisyal ng DPWH kasama sina Ma. Catalina Cabral, Undersecretary for Planning and PPP; Rafael “Pye” Yabut, Senior Undersecretary for Regional Operations in Luzon; at Patrick Gatan, Project Director of Flood Control Management Cluster.

Maglalabas rin ang House committee ng subpoena duces tecum para sa mga dokumento sa DPWH at mga tran­saction records na may kaugnayan sa flood con­trol projects na ipina­tupad mula 2017 han­gang 2018.

Aniya, malinaw ang mga testimonya mula sa DPWH regional office at district offices sa Bicol na binabalewala ng matata­as na opisyal ng kaga­waran ang Department Order No. 23 para lakta­wan ang mahigpit na requirements para sa flood control projects. 

“May nag-uutos galing sa ‘taas’ na i-shortcut ang proseso sa flood control projects. Hindi dumaraan ang request ng district offices sa regional offices as required by DO 23. De­resto ang utos sa district engineers. Para maiwasan ang paper trail, no writ­ten orders or instructions. Viber mes­sages lang,” pali­wanag ni Andaya.

Kung sinoman umano ang nagbibigay ng utos sa district engineers ay siyang posibleng kasab­wat ni. Diokno. 

Ang listahan ng flood control projects na isi­numite ng district engi­neers ang ginagamit ni Diokno para aprobahan ang mga proyekto.

“Kaya pala ang depensa ni Sec. Diokno, dumaraan sa DPWH ang request. May kasabwat pala sa loob. We will identify them in the next hearing,” pahayag ni Andaya.
