Poe kay Duterte: Emergency powers puwede pero…

INILATAG ni Senador Grace Poe-Llamanzares ang ilang mga kondisyon na kailangan ikonsidera sa pagbibigay ng emergency powers kay Pangulong Rodrigo Duterte para tugunan ang problema ng trapiko sa bansa.

Isa rito, kailangan umanong magkaroon ng “clear cut parameters” na bumabalangkas sa sinasabing emergency.

Binalangkas ng senadora ang nasabing mga kondisyon sa lingguhang Kapihan sa Manila Bay forum sa Café Adriatico sa Malate, Maynila, sa kanyang kapasidad bilang Senate committee chair on public services.

“Giving the President emergency powers necessarily raises concerns about concentration of powers in one person as this could easily be abused. There are fears that if we grant emergency powers for this issue, then we open the floodgates to granting emergency powers for other so-called ‘crisis’ or ‘emergencies,’” kanyang ipinaliwanag.

“We must therefore, pose important questions on the extent of those powers. For instance, we must have clear-cut parameters as what constitutes as an emergency,” dagdag pa ni Poe

Sinabi niya, kailangan maging malinaw kung saan gagamitin ang emergency powers at kung kailang magiging epektibo para tugunan ang mga problemang lulutasin sa pamamagitan nito.

“It is important for us to define and quantify the objectives of the bills,” wika ng senadora.

Pinunto rin ni Poe na kinakailangan maging “FOI-compliant” ang ipagkakaloob na emergency powers kay Pangulong Duterte.

“This is one non-negotiable principle, constant in its implementation,” aniya.

“It must permeate and penetrate all activities, contracts, projects, biddings, documents, awards, payments made pursuant to the act of granting emergency powers. Letting the sunlight in construction results in better-built infrastructure,” diin ni Poe.
