Cha-cha ipaubaya sa sunod na kongreso — Rodriguez

HINIMOK ni House Deputy Speaker Rufus Rodriguez ang mga kasamahan niya sa Kongreso na ipaubaya ang usaping charter change (Cha-cha) sa sunod na ika-19 Kongreso.

Ginawa ni Rodriguez ang apela matapos isumite ang Resolution of Both Houses (RBH) No. 7 sa committee on constitutional amendments na dating pinamunuan ng kongresista mula sa Cagayan de Oro.

“Obviously, we have no more time to tackle the resolution and other Cha-cha proposals before we adjourn for the election campaign in two weeks, on Feb. 5. So let’s allow the next Congress to decide on Cha-cha,” ani Rodriguez.

Aniya, ang Cha-cha ay nararapat pag-usapan sa unang bahagi ng pagbukas ng ika-19 Kongreso.

“If we decide to pursue it, then we give it priority, along with CoVid-19 pandemic response measures. If not, then we set it aside and focus on legislation. This way, we will not be wasting time and taxpayers’ money,” aniya.

Aniya, ang susunod na presidente ay dapat din magsabi sa kongreso kung ano ang gusto niyang mangyari sa Cha-cha.

“The President has no direct participation in the process of amending the Constitution. But let’s face it, he has a say on it through his allies. Let’s accept the reality that Cha-cha will not take off without the direct or indirect agreement,” giit ni Rodriguez.

Ipinahiwatig ni Rodriguez, mula sa panahon ni dating Pangulo Fidel Ramos walang nagtatagumpay na Cha-cha dahil inilulunsad ito sa huling bahagi ng termino ng administrasyon.

“To avoid such suspicion and for Cha-cha to succeed, it should be done on the first year of the next Congress and the first year of the six year term of the next President,” dagdag ng mambabatas.

Ang RBH No. 7 ay panukala ni Pampanga Rep. Aurelio “Dong” Gonzales, Jr.

Iminungkahi ni Gonzales na baguhin ang termino ng presidente mula anim na taon tungo sa limang taon pero puwedeng ihalal muli sa pangalawang termino.

Si Rodriguez ang nagmungkahi sa unang Cha-cha  RBH No. 1, na palitan ang klase ng gobyerno mula presidensiyal tungo sa federal.

Sa pitong resolusyon ng Kamara, ang RBH No. 2 lamang na ipinanukala ni Speaker Lord Allan Velasco ang inaprobahan ng Kamara noong 1 Hunyo 2021. Ipinadala ito sa Senado na nakabinbin hangang ngayon.

Ang panukala ni Velasco ay naglalayong baguhin ang ilang probisyon ng Saligang Batas na may kaugnayan sa ekonomiya.

“We could have succeeded with the Speaker’s initiative if we had the support of the Senate,” ani Rodriguez. (GERRY BALDO)
