Pagbuwag sa PS-DBM iginiit ng Solon

IPINABUBUWAG ni Deputy Speaker at Cagayan de Oro City Rep. Rufus Rodriguez ang kontrobersiyal na Procurement Service – Department of Budget and Management (PS-DBM).

Ayon kay Rodriguez nababalot sa katiwalian ang ahensiya na binuo noong panahon ni dating Pangulong Ferdinand Marcos.

Kasama sa Bill No. 10222 ang mandato para sa national government agencies, at state-owned or controlled corporations, kolehiyo at unibersidad, at lokal na pamahalaan na sila na ang bibili ng kanilang mga pangangailangan.

Ani Rodriguez nababalot sa mga isyu at kontrobersiya kasama ang paglipat ng P42-bilyong pondo mula sa Department of Health (DOH) para sa pagbili ng mga face shield, face masks, personal protective equipment, at iba pang kagamitan na may kinalaman sa  CoVid-19 pandemic.

“The PS-DBM has also been hounded by allegations of improper procedure and overpriced acquisitions,” aniya.

Anang beteranong law professor at kongresista nakasaad sa Saligang Batas na dapat mapanatili ang 1987 Constitution, which directs the state to “honesty and integrity in the public service and to take positive and effective measures against graft and corruption.”

Aniya napanis na ang PS-DBM ng maging batas ang Republic Act No. 9184, o ang Government Procurement Reform Act.

Paliwanag ng kongresista, ang PS-DBM ay binuo para sa pagbili ng supplies na ginagamit ng buong makinarya ng gobyerno.

“However, the passage of RA 9184 undermines the mandate of the PS-DBM through the inclusion of relevant provisions that strengthen the procurement service of national government agencies,” giit ni Rodriguez. (GERRY BALDO)
