HINDI sang-ayon si Senadora Mary Grace Poe-Llamanzares sa panukalang bigyan si Pangulong Rodrigo Duterte ng emergency power para resolbahin ang problema sa trapiko nang walang master plan para masolusyonan ang traffic congestion sa Epifanio Delos Santos Avenue (EDSA).
Sinabi ng senadora, hindi ang kakulangan sa kapangyarihan ngunit kakulangan sa isang taffic master plan at agresibong aksiyon mula sa Department of Transportation (DOTr) ang nananatiling balakid sa paglutas ng problema.
Bilang chairman ng Senate Committee on Public Service, idiniin ni Poe, kung walang master plan, kahit gaano kalawak o karami ang ibibigay na kapangyaihan sa Pangulo, hahantong sa pagsasayang lang ng pondo ng DoTr.
Idinagdag ng senadora, isang boto lamang siya sa Senado at, tulad ng ibang mambabatas, kakailanganing makombinsi siya sa pagbibigay ng emergency powers sa punong ehekutibo.
“For you to give something as immense as the emergency powers, you have to be sniper accurate, it cannot be a shotgun approach. It’s like giving a loaded gun to a child if they don’t have a plan,” kanyang paglilinaw.
“If they come up with the traffic plan and deliver on the projects that they should have delivered years ago, traffic situation would have been better,” dagdag ni Poe.
Inihayag ng senadora, kahit walang emergency powers, mayroon nang mga batas na sumasaklaw sa problema ng tapiko.
“Most importantly, coordination among transportation agencies, the MMDA (Metro Manila Development Authority), local government units and concerned stakeholders should be on a regular basis, so that one will know what the other is doing or plans to do to mitigate the situation on the road,” ani Poe.
Salungat sa paniniwala ni Poe, deklarado naman ang support ni Sen. Francis Tolentino sa plano ng DoTr para sa traffic management sa Kalakhang Maynila bukod sa transportation plan ng nasabing ahensiya na ang layunin ay pagandahin ang transport system at siguradohin na maayos ang mga pasilidad ng transportasyon sa buong bansa.
“The secretary and his department can only do as much with whatever resources and authority they have at their disposal. Kaya nga po isinusulong natin ang emergency powers para sa Pangulo upang mas mapabilis ang pagpapatupad ng infrastrure programs designed to help ease traffic (This is the reason why we are pushing for the emergency powers for the President in order to hasten the implementation of the infrastructure programs designed to help ease traffic,” paliwanag ng dating chairman ng MMDA.
