Grid officials ‘dedma’ lang sa utos na systems audit… SEN. WIN PIKON NA SA NGCP

MULING ipatatawag ng Senate committee on energy ang mga opisyal ng National Grid Corporation of the Philippines (NGCP) makaraang mabigo ang kompanya na sumailalim sa mandatory system audit.

Ayon kay Senador Sherwin “Win” Gatcha­lian, maraming dapat ipaliwanag ang NGCP sa Senado dahil sa kabila ng extension na ibinigay ng komite, nabigo pa rin ang kompanya sa system audit.

“Initially, the commit­tee gave the NGCP until February 10 to comply with the order to subject its operations to a mandatory audit following national security concerns. The deadline has been extended until February 17 prior to NGCP’s request for an extension,” wika ni Gatchalian.

Sa ginanap na pag­dinig nitong Pebrero, nangamba ang ilang senador nang aminin ng mga opisyal ng NGCP na dumanas ng ilang cyber attacks ang power grid ngunit hindi ito isi­numbong sa mga kinauukulang ahensiya.

“With just a single attack, we should already be panicking. Hindi na dapat ‘yan umabot ng maraming attacks,” ayon kay Gatchalian.

“Nagulat ako. We were merely contem­plating on how to deal about future cyber attacks, ‘yun pala nangyayari na pala sa atin. Kaya kung hindi sila papayag na pumasok ang DOE, itutuloy namin ang aming recommendation na i-revoke ang franchise nila,” giit ng senador.

Sa naturang pagdinig, inamin ng Department of Energy (DOE) at ng National Transmission Corporation (TransCo) na tumanggi ang mga opi­syal ng NGCP na magsagawa ng ilang pagsusuri.

“There are mounting fears that NGCP is being controlled and operated by China through the State Grid Corporation of China (SGCC) which has 40% stake in the com­pany,” ayon kay Gatchalian.

Nabunyag din sa pagdinig na isang Wen Bo ang lumagda sa kontrata bilang chief technical officer (CTO) ng NGCP.

Malinaw na paglabag sa Saligang Batas ang magtalaga ng hindi Filipino sa matataas na posisyon sa isang lokal na kompanya.

“Having a non-Filipino in the top manage­ment posts of the company is a clear violation of the Constitution citing Section 11, Article 12 of the 1987 Constitution which states that “all executive and managing officers of any corporation or association must be citizens of the Philippines,” ani Gatcha­lian.
