Utos ng NSC, NTC na mag-block ng websites ng alternative press

SIMULA ng implementasyon ng full-blown digital martial law ang utos ng National Security Council (NSC) at National Telecommunications Office (NTC) na i-block ang websites ng ilang news organizations, activist groups at social movements para hindi mabasa ng internet users sa Filipinas.

Inihayag ito ni Karapatan Secretary General Cristina Palabay kahapon kasabay ng pagkondena sa naging hakbang ng NSC at NTC na aniya’y tahasang pagsagka sa press freedom, freedom of expression, karapatan sa due process, karapatan para sa impormasyon at pagkontra sa politika.

“This move by the NSC and NTC affirms that the concerns and main arguments raised by the Supreme Court petitioners against the terror law are legitimate. These arbitrary acts violate press freedom, freedom of expression, due process rights, the people’s right to information, and the right to political dissent, among others,”sabi ni Palabay sa isang kalatas.

Sa memorandum ng NTC para sa lahat ng internet providers, nagbigay ng direktiba na kagyat na i-block ang website ng alternative media organizations, Bulatlat at Pinoy Weekly kasama ang 26 iba pa dahil sa ipinadalang sulat ng NSC na may petsang 6 Hunyo 2022 na nagsasaad na ang naturang websites ay “found to be affiliated to and are supporting terrorists and terrorist organizations.”

Ang naturang kautusan, ayon kay Palabay, ay hudyat ng pagsisimula ng pagpapatupad ng full-blown digital martial law sa ilalim ng rehimeng Marcos-Duterte.

Kaugnay nito, kukuwestiyonin ng Bulatlat sa hukuman ang kautusan ng NSC at NTC para maibalik sa internet ang mga website na kasalukuyang naka-block.

Ayon kay Jose Deinla, legal counsel ng Bulatlat, walang probisyon sa Anti-Terrorism Act na nagsasaad na may kapangyarihan ang NTC o alinmang ahensiya ng pamahalaan na bansagan ang mga indibidwal o organisasyon na konektado at sumusuporta sa terrorismo, terorista, o terrorist organization.

“Tiningnan namin talaga ‘yung anti-terrorism from cover to cover, sa buong text wala talaga kaming makita na any power of the NTC or any other government agency to label individuals or organizations as ‘affiliated and supporting terrorism/terrorist/terrorist organization’ much less to order the blocking of their website,” ani Deinla sa programang Sa Totoo Lang sa One PH kagabi.

Nanindigan si Deinla, hindi konektado sa CPP-NPA ang Bulatlat at pasimuno ito bilang alternative news online na nagbabalita ng perspektiba ng mga marginalized and oppressed sectors.
