Ex-Gov. Umali, utol na bise, et al ipinaaasunto ng Ombudsman (Relief goods ng DSWD ini-repack)

PINAKAKASUHAN na ng Office of the Ombudsman si dating Nueva Ecija Governor Aurelio “Oyie” Umali, kapatid na si Cabanatuan City Vice Mayor Emmanuel Antonio “Doc Anthony” Umali, at 17 pang opisyal at indibiduwal na nagkutsabahan sa ilegal na pagre-repack ng relief goods mula sa Department of Social Welfare and Development (DSWD) para gamitin sa kanilang pamomolitika noong 2016.

Sa 15-pahinang desis­yon na inilabas ni Om­buds­man Conchita Carpio-Morales, iginiit na marapat sampahan ng paglabag sa Section 3 (c ) of Republic Act 3019 or the Anti-Graft and Cor­rupt Practices Act and Sec. 19 or RA 10121 or the Philippine Disaster Re­duc­tion and Manage­ment Act ang mga respondents dahil hindi lamang pinag­sa­mantalahan ang ayu­dang kaloob ng gobyerno, kundi nilinlang din ang mga biktima ng kalami­dad.

Bukod sa magkapa­tid na Umali, kasama rin sa pinakakasuhan ng Ombudsman sina Gabriel Calling, Johnero Mercado, Leoncio Daniel, Emelita Muyot, Fannie Bugayong, Lutgarda Domingo, Tere­sa Castelo, Irenea Palma, Ramon Garcia, Richard Medina, Edna Bolisay, Melchor Morales, Caesar Cipriano, Joel Del Mundo, Fortune Ferdinand Euse­bio, Mary Antonette Feliciano at Jovic Hernan­dez.

“Their concerted actions clearly showed that conspiracy existed in the illegal repacking and distribution of relief goods sourced from the DSWD. Said respondents gave themselves, their political party and their party mates unwarranted benefits, advantage and preference when they distributed the goods to their constituents in gift-giving activities that they organized, making it appear that they procured the goods from other sources and are not provided by the DSWD,” ayon sa desisyon ni Morales.

“Such event gained extra mileage over their opposing candidates at the expense of the government. What is more reprehensible and indica­tive of manifest partiality and evident bad faith is that they took advantage of the vulne­rability of their consti­tuents being victims of the typhoon by committing the acts at the time their constituents mostly needed genuine help from their leaders,” paglalahad ng Ombud­s­man.

Nag-ugat ang kaso ng magkapatid na Umali sa isinampang reklamo ni Josephine Libunao sa Om­budsman na kanyang iginiit na nagkutsabahan at nagtulong-tulong ang mga respondent na i-repack ang mga relief goods ng DSWD na para sa mga nasalanta ng magkasunod na bagyong ‘Lando’ at ‘Nona’ na tuma­ma sa Nueva Ecija noong 2015.

Lalong nagkakulay politika ang ini-repack na relief goods dahil itinaon ang pamumudmod nito sa gift-giving activity na inorganisa ng partido ni Umali sa iba’t ibang bara­ngay.

Dinoktor din umano ng mga respondent ang kanilang disaster moni­toring report upang pala­basin na marami ang nakatanggap sa ayuda ng DSWD.

Itinanggi ito ni ex-governor Oyie Umali, ngunit hindi pinaniwala­an ng Office of the Ombuds­man.

Hindi rin umano nakapaglabas ng ebiden­siya ang kampo ni Umali para patunayang hindi nila ini-repack ang relief goods ng DSWD na naka­laan sa typhoon victims.

”They presented no evidence that they pur­chased the goods them­selves. Umali’s denial is without cre­dence. For denial to be believed, it must be but­tressed by strong evidence,” anang Ombuds­­man.
