PNU prexy, 3 opisyal sinibak ng Ombudsman (Sa US$25,000 magazine ad contract)

INIUTOS ng Office of the Ombudsman ang pagsibak sa serbisyo kay Philippine Normal University (PNU) president Ester Ogena at tatlo pang mga opisyal ng unibersidad bunsod ng mahigit $25,000 advertisement sa isang international magazine.

Sa desisyong pinirmahan ni Ombudsman Conchita Carpio Morales noong 24 Oktubre 2017, ang pagsibak kay Ogena ay makaraan mapatunayan ng anti-graft body  na siya ay guilty sa grave misconduct.

Kabilang din sa sinibak ng Ombudsman si dating vice president for finance and administration Rebecca Espana, dating finance management director Joseph Luceno, at budget office head Florence Allejos.

Bukod sa pagkakasibak,  kabilang din sa parusa ang pagkansela sa kanilang eligibility, pagbawi sa leave credits and retirement benefits, at diskuwalipikasyon para sa muling pagtatrabaho sa gobyerno.

Ang  mga opisyal ng PNU ay inakusahan ng pagpasok ng kontrata sa Universal News Ltd. (UNL), publisher ng Foreign Policy Journal,  para sa half-page advertorial noong 2011.

Sa kanyang counter-affidavit, sinabi ni Ogena “the returns to investment are expected to cover expanded recognition on the global scale, support from funding institutions abroad and collaboration with foreign universities.”

Gayonman, ang procurement ay isinagawa sa pamamagitan ng direct contracting imbes public bidding.

“Respondents’ actions show a unity of purpose with everyone contributing to the giving of unwarranted benefits, advantage or preference to UNL,” ayon sa desisyon.

Sinabi ng Ombudsman,  “the respondents’ repeated failure to follow requirements mandated by the Government Procurement Reform Act and rules and regulations of the Commission on Audit amounted to grave misconduct.”
