e-Passport printing sa APO-PU UGEC kanselahin

IPINATITIGIL ng Palasyo ang iregular na operasyon ng  nag-iimprenta ng mga pasaporte sa ilalim ng government-controlled APO-Productivity Unit Inc. – Production Unit (APO-PU) sa pribadong kompanyang United Graphic Expression Corp. (UGEC).

Sinabi ni Chief Presidential Legal Counsel Salvador Panelo, walang sapat na kakayahan ang UGEC para mag-imprenta ng electronic passport base sa pinasok nitong joint venture agreement (JVA) sa APO-PU.

“APO should refrain from engaging, subcontracting or assigning the printing of passports to private entities, including UGEC. If abrogation of the joint venture agreement (JVA) between APO-PU and UGEC would render APO-PU incapable of performing its contractual obligations under a memorandum of agreement (MOA) with the DFA, the DFA may then have sufficient basis to terminate the same in accordance with its terms and conditions,” ani Pa-nelo.

Ayon kay Panelo, base sa memorandum of agreement (MOA) ng Department of Foreign Affairs (DFA) at APO noong 5 Oktubre 2015, nakasaad sa batas, mga patakaran at regulasyon, itinakda na dapat gamitin ng APO ang sariling mga pasilidad, kagamitan at makinarya sa pag-iimprenta ng mga pasaporte para sa DFA.

Noong 14 Nobyembre 2014, pinirmahan ng APO at UGEC ang joint venture agreement (JVA) para sa pag-imprenta ng mga pasaporte, indikas-yon na isang taon bago ang nilagdaan na MOA ay kasado na ang e-passport contract.

Napaulat na pinili ng DFA ang APO, isang korporasyon na kontrolado ng Presidential Communications Operations Office (PCOO) noo’y pinamumunuan ni Secretary Herminio Coloma, bilang awtorisadong supplier/service provider para sa produksyon at imprenta ng accountable forms and sensitive high quality/volume documents including passports and tax stamps.”

Ngunit wala palang teknikal na kapabilidad o state-of-the art equipment ang APO-PU upang gawin ang mga obligas-yon na nakasaad sa pinasok na kontrata sa DFA kaya kinuha ang serbisyo ng UGEC.

“The outsourcing scheme by APO-PU resulted in a breach of a resolution by the Government Procurement Policy Board, as well as pertinent General Appropriations Act and Republic Act 9184 prescribing the rules on public bidding,” dagdag ni Panelo.

Giit ni Panelo, dapat ay P650 lang ang halaga ng isang pasaporte pero sa kasalukuyan ay P950 ang singil ng DFA, may dagdag  na P250 para sa “overtime charges” kapag nagmamadali ang aplikante at pinili ang express lane.
