Smartmatic nag-alok ng libreng thermal paper

PAG-AARALAN pa umano ng Commission on Elections (Comelec) kung tatanggapin ang napaulat na alok ng Smartmatic na ipagkaloob ng walang kabayaran ang 1.1 milyong rolyo ng thermal paper para magamit na mga resibo ng mga botante sa araw ng halalan.

Sinabi ito ni Comelec chairman Andres Bautista makaraang ihayag ni Atty. Karen Jimeno-McBride ang alok ng Smartmatic sa regular na Kapihan sa Manila Bay sa Café Adriatico kahapon ng umaga.

Ayon kay McBride, ina-lok ang libreng thermal paper bilang pagtugon na rin sa problema ng Comelec at pagsunod sa adhikain ng Smartmatic na maging bahagi sa pagtiyak ng malinis na eleksiyon sa bansang pinagsisilbihan ng kompanya.

Una rito, ginisa ng mga mambabatas na miyembro ng joint Congressional oversight committee on the Automated Election System ang Comelec sanhi ng napapabalitang problema sa ‘generic’ voting receipt na itinakda ng batas para sa nalalapit na halalan sa Mayo 9.

Sa joint hearing, sinabi ni Comelec commissioner Christian Robert Lim, naka-schedule na ang bidding para sa thermal paper na ga-gamitin para sa pag-imprenta ng voter receipts.

Ayon kay Lim, maaaring maubusan ng thermal paper ang mga presinto pero maaaring magpatuloy ang botohan dahil ang mga balota ay kayang isubo kapag nakakuha na ang Board of Election Inspector (BEI) ng bagong rolyo ng papel.

“The worst case scenario, in case of unavailability of thermal paper, the continuity plan is the voters can still vote using the ballot but they will leave the ballot and what happens is that it would be batch-fed once the thermal papers arrive,” aniya.

Binatikos ni Senador Aquilino Pimentel III ang nasabing plano dahil mababalewala ang pangunahing dahilan sa pag-isyu ng mga resibo.

“The purpose has not been accomplished when you feed them at the end of the day (because) the voter leaves already. In the first place, it’s better to ensure there is a thermal paper for the paper receipt,” paliwanag ni Pimentel.

Nagpahayag si Caloocan City representative Edgar Erice ng pagkabahala sa continuity plan ng Comelec.

“I’m quite alarmed by the situation, considering that the schedule is very tight. There might be a lot of precincts that will not receive the thermal paper. If the voter already leaves, there is no transparency then. The very purpose of the receipt is transparency so the voters may actually know that his vote is counted,” ani Erice.
