Pagpapalawig ng MERALCO franchise tinutulan sa Kamara

MARIING tinututulan ng vice chairman ng House committee on energy ang maagang panukalang batas na inihain na naglalayong palawigan ang pagkakaloob ng legislative franchise para sa power distribution ng higanteng Manila Electric Company (Meralco) na nakatakdang magtapos ngayong 2028. 

Ayon kay Sta. Rosa City Rep. Dan Fernandez, vice chairman ng House committee on energy, masyado nang kuwestiyonable ang mga hakbangin ng Meralco na lalong nagpapataas ng singil sa koryente at lubha nang umaabuso sa kanilang consumers.

“Meralco says there’s light in life, but in reality Meralco hid in the dark the abuses against consumer rights,” ani Fernandez sa naganap na pagdinig ng House committee on legislative franchise noong nakaraang Lunes.

Tinukoy ni Fernandez, masyadong mataas ang kasalukuyang presyo ng singil sa koryente ngunit ang SPPC power generating subsidiary ng San Miguel ay ibinasura ang PSA sa Meralco, habang ang naturang distribution utility noong Enero ay kumontrata ng 1,800 megawatts ng supply sa parehong kompanya sa mataas na presyo kompara sa naunang ibinasura.

Sa pagdinig ng House legislative franchise committee, inamin ng kinatawan ng Meralco, ang kanilang acquisition ng supply mula sa parehong kompanya na ibinasura sa nakaraang PSA ay pinapayagan ng batas.

Iginiit ni Fernandez, ang pinakamalaking krimen na ginawa ng Meralco ay singilin nang sobra-sobra ang kanilang mga customer bukod pa sa maraming isyu at usapin na dapat pag-usapan sa pagtalakay sa kanilang prangkisa.

Ilan sa mga tinukoy ni Fernandez ay ang mga sumusunod: Meralco awarded power supply agreements (PSA) to so-called associated firms, or generating companies owned by Meralco’s mother company, the MVP group, indicating conflict of interest; Prior to entering into a mega liquefied natural gas (LNG) deal with generating companies owned by San Miguel Corp., and Aboitiz group, Meralco awarded PSAs to these companies, arousing suspicion that these PSA awardees were favored firms; Meralco’s service area has expanded outside the National Capital Region (NCR) without legislation by Congress; The overall trend in power rates is upwards. Rate reductions are few and far between and rates are barely explained;  Customers get refunds for overcharged fees through rebates in their power bills so Meralco gets to keep the cash.”

“Rate setting per kilowatt hour (KwH) is heavily influenced by weighted average cost of capital (WACC) which remains high at 14 percent and has not been adjusted by Meralco. This drives rates up WACC is used as basis for rate of return of investment instead of return of rate base (RORB) which would make power rates more reasonable. The list of assets in the regulatory asset base, which is the basis to evaluate the value of Meralco that is used to compute WACC, includes the Meralco museum, Meralco theater, its corporate wellness center and shooting range which have nothing to do with its sole function of distributing electricity but affects rate setting,” ilan sa mga tinukoy ni Fernandez na dahilan kung bakit dapat ibasura ang prangkisa ng Meralco.

“For these reasons, we strongly oppose the early renewal of Meralco’s legislative franchise,” dagdag ni Fernandez.

Nanindigan si Fernandez na dapat ibalik ng Meralco sa kanyang mga customer ang sobra-sobrang singil na ginawa nito sa loob ng mahabang panahon, na dapat rin tingnan ng Kongreso sa ilalim ng kapangyarihan nito.

Ipinunto ni Fernandez, dapat ay maranasang magdildil ng asin ang nag-sponsors ng maagang pagpapalawig sa prangkisa ng Meralco.

“I must admit that there are a lot of good things that Meralco has done but there are certain allegation of violations that have been committed by Meralco as well,” paglilinaw ni Fernandez.

Binigyang-diin ni Fernandez, bago pa man tugunan ang pagpapalawig ng prangkisa ay mabuting talakayin muna ang mga paglabag ng Meralco.

Pinayohan din ni Fernandez ang Kamara na pag-aralang mabuti kung dapat bang i-renew ang prangkisa ng Meralco o hatiin ito sa tatlo upang higit na makapagsilbi nang maayos maging sa labas ng NCR.

Aniya, ang Meralco ay lubhang lumaki nang husto para sa isang prangkisa lamang.

“Instead of trying to renew their franchise, I will propose that we divide their franchise so that there will be real competition,” dagdag ni Fernandez.

Inakusahan ni Fernandez ang Meralco na kumita ng mahigit sa P200 bilyon sa sobra-sobrang singil sa mga customer, bagay na pinabulaanan ng Meralco. (NIÑO ACLAN)
