Sa TRO ng Korte Suprema
PANAY-GUIMARAS INTERCONNECTION NG NGCP NABALAHO

TULUYAN nang maaantala ang isa sa mga priority project ng  National Grid Corporation of the Philippines (NGCP) Panay-Guimaras 138-kiloVolt (kV) Interconnection Project nang magpalabas ng  temporary restraining order (TRO) ang Korte Suprema ukol sa usapin ng kakulangan sa isang component sa  completion ng programa.

Magugunitang noong 12 Abril 2023, nagpalabas ang  hukuman ng isang TRO base sa petisyong inihain ng Iloilo Grain Complex Corporation (IGCC) para sa  Petition for Certiorari and Prohibition with Very Urgent Application for Temporary Restraining Order and/or Writ of Preliminary Injunction, dahilan upang maantala ang pagpapatupad ng NGCP  sa Writ of Possession (WOP)  at iba pang kautusan na ipinalabas ng Iloilo Regional Trial Court Branch 33 na may petsang 12 Disyembre 2022.

Ang dalawang tower sites ay nasa pag-aari ng IGCC at mahalaga ito sa 1.7-kilometer transmission line na magkokonek sa panukalang Iloilo Substation para sa Ingore Cable Terminal Station na magsisilbing koneksiyon sa submarine cable patungong  Guimaras Island.

“The Supreme Court’s decision is disheartening as it hinders us from fulfilling our commitment to the residents of the islands of Panay and Guimaras, including fast-developing Iloilo City. Nevertheless, we steadfastly maintain our dedication to enhancing power transmission within the area despite this setback,” ani NGCP.

Ang isa mga prayoridad na proyektong ito ng NGCP na Panay-Guimaras 138kV Interconnection ay upang mas lalong umayos ang power transmission  sa naturang lugar na makatutulong ito sa patuloy na pagtaas ng demand ng koryente sa  Iloilo City at makapagdulot ng higit na transfer capacity patungo at mula sa Guimaras Island na kasalukuyang idine-develop ang renewable energy projects.

Noong 30 Setyembre 2022 ay naghain ang  NGCP ng expropriation case para makuha ang IGCC property napinagbigyan ng Iloilo RTC Branch 33 noong 3 Nobyembre 2022.

At noong 12 Disyembre 2022 ay ipinalabas ng Korte ang WOP at dahil dito ay naghain ng Motion for Reconsideration ang IGCC noong 18 Enero 2023 na kalaunan ay ibinasura ng korte at dito ay humingi ng saklolo ang IGCC sa Korte Suprema na sa huli ay nagpalabas ng TRO.

Ang transmission company ay sumunod sa lahat ng hinihigi o nakasaad sa WOP.  At patuloy na ginagawa ng NGCP ang lahat upang makipag-ugnayan sa IGCC para matapos na ang usapin at masimulan ang proyekto.

 Patuloy na naninindigan ang IGCC na ilihis sa kanila ang proyekto ngunit ilang kabahayan ang direktang matataman.

Aminado ang NGCP na kahit anong pagbabago sa plano ay tiyak na maaperktohan ang lahat lalo ang itatayong towers na lalong magpapatagal sa naturang proyekto.

“We are hopeful for the urgent resolution of the issue so as not to hamper the interconnection which will improve the region’s power transmission backbone. When we plot the route of our transmission line projects, a major consideration is the existence of structures and residents. We aim to traverse areas that will cause least destruction to property, and result in the least number of persons displaced,” the company expounded.

“In the interest of the public’s convenience and the continuing growth of Iloilo, we will do what we can to push the immediate completion of this critical project,” dagdag ng  NGCP.  (NIÑO ACLAN)
