PINIGIL ng mga tauhan ng Bureau of Customs (BOC) ang 21 container na naglalaman ng mga ismagel na “frozen mackerel” mula China sa Manila International Container Port (MICP) sa gitna ng pinaigting na pagsugpo sa pagpasok ng mga iligal na imported agricultural products sa bansa.
Ayon sa BOC, noong Oktubre 16, 2024, inirekomenda ng Customs Intelligence and Investigation Service (CIIS) ng Manila International Container Port na maglabas ng Pre-Lodgement Control Order para sa 21 container ng frozen mackerel na nagmula sa China.
Ang rekomendasyong ito ay sumunod sa pagtanggap ng derogatory information tungkol sa mga padala. Sa tantiya ng CIIS, ang halaga ng bawat lalagyan ng frozen mackerel ay umaabot sa P8.5 milyon, na may kabuuang P178.5 milyon.
Sinabi ni BOC Commissioner Bien Rubio na ang pagpapalabas ng Pre-Lodgement Control Order ay ginawa dahil sa mga alalahanin na ang kargamento ay naglalaman ng mga misclassified, misdeclared, at undeclared goods.
“Our mission to protect the country’s agricultural sector is just as important, just as critical as our mission to stop illegal drugs and many others from entering our borders. Keeping smuggled agricultural products off our local markets ensures fair competition in the domestic market. It also keeps the costs of goods down,” paliwanag ng Commissioner.
Sa isang liham na may petsang Oktubre 25, 2024, sinabi ni Deputy Commissioner for the Intelligence Group, Juvymax Uy, na naka-address sa MICP District Collector Rizalino Torralba, ang rekomendasyon ng CIIS na mag-isyu ng WSD para sa mga padala.
“This request was based on information indicating that the shipments were not covered by any SPS Import Clearance (SPSIC) from the Bureau of Fisheries and Aquatic Resources (BFAR),” saad ni Deputy Commissioner Uy sa kanyang sulat.
Ayon kay CIIS Director Verne Enciso, ang 21 container ng frozen mackerel ay dumating sa MICP noong huling bahagi ng Setyembre 2024 at nanatiling hindi na-claim ng consignee. Dahil dito, nakipag-ugnayan ang CIIS sa BFAR upang magtanong tungkol sa kasalukuyang mga kinakailangan para sa pag-aangkat ng mackerel at kung ang consignee ay nabigyan ng SPSIC.
Kinumpirma nama ni Divine Ramos ng Fisheries Certification Section ng BFAR na ang importer na “Pacific Sealand Foods Corporation,” ay walang aplikasyon para sa mackerel mula Agosto 30 hanggang Setyembre 16, 2024.
Nabatid pa na ang mga karagdagang aplikasyon ay ni-reject din kasunod ng isang memorandum mula sa Department of Agriculture (DA) na sinuspinde ang pagpapalabas ng SPSICs para sa pag-aangkat ng round scad, mackerel, at bonito.
“Currently, we are in the process of gathering information on the consignee of these shipments and filing appropriate cases. We also want to emphasize the importance of proper coordination among various government agencies that contributed to the seizure of these goods”, ani Director Enciso.
Maaaring harapin ng consignee ang mga kaso ng paglabag sa Sections 117 at 1113 ng Customs Modernization and Tariff Act (CMTA) kaugnay ng DA Memorandum Order No. 14, series of 2024, at iba pang umiiral na mga regulasyon ng DA. (BONG SON)
