Importasyon ng asukal pinayagan kahit lingid sa kaalaman ni FM Jr.

SA GITNA ng kontrobersiya sa importasyon ng asukal, inako ng nag-resign na Agriculture Undersecretary Leocadio Sebastian na siya ang pumirma sa mga dokumento sa pag-angkat nito.

Sa isang joint briefing ng House committee on good government at Committee on Agriculture kahapon, sinabi ni Sebastian, siya ang pumirma sa resolusyon sa pag-angkat ng 300,000 metric tons ng asukal na walang pabihintulot sa presidente.

Ani Sebastian hindi niya matitiis na makita ang taongbayan na mahirapan dahil sa taas ng presyo ng asukal.

“I cannot stand watching Filipinos suffer from high local prices of sugar that are hurting Filipino consumers,” ani Sebastian sa pamamagitan ng video conference.

Si Sebastian ang chairman ng Sugar Regulatory Administration (SRA) at Undersecretary  ng Kagawaran ng Agrikultura, habang si Marcos ay kalihim.

Ani Sebastian, pinirmahan niya ang Sugar Order No. 4 base sa datos na iprenesinta sa kanya ng ahensiya.

“There is a clear indication of the rapidly diminishing supply of sugar. Current supply is projected to run out in August 2022 this month,” ani Sebastian.

Giit ni Sebastian, sinabi sa mga datos mula sa SRA,  Philippine Statistic Authority (PSA),  National Economic and Development Authority (NEDA) at pati na ang United States Department of Agriculture, magkakaron ng pagkukulang sa supply ng asukal na aabot sa 530,000 MT sa taong 2015 hangang 2019, na nagresulta sa pagkukulang ng 203,000 MT ng raw sugar at 332,000 MT ng refined sugar.

“It has been clear that my actions were not in keeping with the administration’s desired direction for the sugar industry,” aniya. Nag resign si Sebastian nitong 11 Agosto 2022.

Nagbanta ang Malacañang na sisibakin ang mga opisyal na sangkot sa paglabas ng Sugar Order No. 4.

Ang iba pang pumirma sa order ay sina SRA board vice chairperson Hermenegildo Serafica, member Roland Beltran, kinatawan ng mga miller, at Aurelio Gerardo Valderama, Jr., bilang representante ng sektor ng magsasaka.

Noong Linggo nag-resign na rin si Beltran.

Hindi tangap ni Bulacan Rep. Florida Robes, ang chairman ng Committee on Good Government, ang paliwanag ni Sebastian.

“You have to remember (that) you have an authorizer in who happens (to be) in the name of President Ferdinand Marcos,” ani Robes.

“He (Marcos) is still the President of the country,” aniya.

“The more credible person to say that (there is a need to import sugar) is the President of the country, not less than President Bongbong Marcos.”

Ayon kay SRA administrator at vice chairman Hermenegildo Serafica, “the first thing that the SRA does with regards to importation (is) to consult stakeholders, informing them of the real situation before asking for their recommendations which will be part of an importation plan or the Sugar Order “should the need arises.”

“Once we collate everything, out this for recommendation to Sugar Board for their consideration, comments or approval,” ani Serafica sa pamamagitan ng video call mula sa kanyang tanggapan.

Sa pagkakataong ito, iginiit ni Cavite Rep. Elpidio Barzaga, Jr., na kinakailangan ipatawag ang mga “resource persons” sa susunod na briefing sa Huwebes.

Ani Barzaga, ang presensiya ng mga resource persons ay higit na importante sa Kamara.

“I take reporting for office as compared to reporting for Congress; reporting for Congress is much more important considering that we are having our duty in aid of legislation pursuant to the constitution.  And therefore, I would move that all resource persons be directed to appear personally in our hearing next Thursday unless they can show proof medical proof for medical reasons that they cannot go out of their house,” ani Barzaga.
