SA GITNA ng labis na korupsiyon sa Philippine Insurance Health Corporation (PhilHealth), iminungkahi ni Albay Rep. Joey Salceda, ang hepe ng House committee on ways and means, na magkaroon ng reporma sa estruktura ng ahensiya upang tugunan ang malawakang korupsiyon at mismanagement.
Sa kanyang report sa estado ng sistema ng insurance sa bansa, sinabi ni Salceda, dapat magkaroon ng “system-audit” ang PhilHealth.
Ani Salceda, apat na bagay ang dapat pagtuunan ng pansin sa PhilHealth para maiwasan ang korupsiyon at pagkalugi ng ahensiya.
Aniya, ang reserve fund management, collections, claims at benefits ang dapat lamang tutukan.
Pinabulaanan ni Salceda ang sinabi ng mga opisyal ng PhilHealth sa pagdinig sa Senado na malulugi ng P90 bilyones ngayong taon.
“PhilHealth is definitely bound to lose money this year. But our findings, based on their own financial reports, show these supposedly actuarial projections to be overstated. They were in the red just by P5.99 billion for the first half of 2020, an acceptable loss given the circumstance,” ani Salceda.
Kaugnay nito, nangako si Health Secretary Francisco Duque III na lilinisin niya ang pangalan niya matapos irekomenda ng Senado ang pag-asunto sa kanya kaugnay ng korupsiyon sa PhilHealth.
Ani Duque, haharapin niya ang Senate Committee of the Whole kung saan inirekomenda ang pag-asunto sa kanya at iba pang matataas na opisyal ng ahensiya.
“As I stated a week ago, I will cooperate with any inquiry on the matter by the concerned government agencies. I intend to clear my name,” ani Duque.
“I was only informed of the sponsorship speech of Senate President Tito Sotto on the findings of the Committee on the Whole on PhilHealth. This is not the best of times for the Executive to have a difference with the Legislative branch, but I went to the Senate to explain what happened on issues I have personal knowledge of,” giit ni Duque.
Itinanggi ni Duque na kasama siya sa pag-uusap patungkol sa paglabas ng IRM.
“It is sad that I was impleaded on the IRM when I was not in fact involved in the deliberation and did not sign the said resolution while those who took part in the deliberation and signed were not included,” ani Duque. (GERRY BALDO)
