NANINIWALA si Deputy Majority Leader, Camiguin lone district Rep. Xavier Jesus “XJ” Romualdo na safe si Pangulong Rodrigo Duterte sa Batasan Complex sa 27 Hulyo 2020 para sa kanyang ika-limang State of the Nation Address (SONA).
“I’m confident that the Executive Branch and Congress will be able to implement measures that will keep the President and all attendees and staff safe,” ani Romualdo sa interbyu.
Inianunsiyo noong Lunes na pupunta ang pangulo sa Batasan sa Quezon City sa kanyang SONA, kung saan may naitalang 17 COVID-19 positive.
Tuwing ika-tatlong Lunes ng Hulyo ginaganap ang SONA sa joint session ng Kamara at Senado.
Dinadalohan ito ng 301 miyembro ng Mababang Kapulungan, ng mga senador, foreign dignitaries at matataas na opisyal ng gobyerno.
Ayon kay Romualdo, miyembro ng makapangyarihang Rules Committee ang SONA ngayon ay maiiba dahil susunod sa mga alituntunin na akma sa kasalukuyang krisis pangkalusugan.
“Delivering the SONA in person in the Batasan would certainly be more risky in terms of the President, senators, congressmen, other attendees, and all the personnel and staff working in the background having some exposure to one another but I think the risks can be properly mitigated,” paliwanag ni Romualdo.
“It’s been reported that only 50 people will be allowed in the session hall and physical distancing will surely be imposed. Since it will be quite a small SONA, the number of personnel and staff allowed inside the House of Representatives Complex could be restricted too and I’m sure everyone allowed inside will undergo health checks and screening for COVID-19 symptoms,” dagdag niya.
Ang mga sesyon at pagdinig sa kamara ngayon na nasa ilalim ng quarantine ang kalakhang Maynila at mga karatig na lugar sa Luzon ay ginagawa sa pamamagitan ng video conferencing habang iiklian lamang ang personal na nasa sesyon hall.
Aniya, wala namang problema kung sa Malacañang ang talumpati ng pangulo, pero naiintindihan niya naman kung bakit gusto ni Duterte na personal siyang dadalo sa kamara.
“That the President will address Congress at the start of our regular sessions is, after all, a presidential duty imposed by the Constitution and so I understand why the President would want to do it in person and not through virtual means,” aniya. (GERRY BALDO)
