Meralco puwedeng i-takeover ng gov’t

IPINAALALA ng isang kongresista sa Meralco na maaaring mag-takeover ang gobyerno sa kanilang operayson batay sa isinasaad sa prankisa nito.

Ayon kay Aklan 2nd district Rep. Teodorico Haresco, Jr., may probisyon sa prankisa ng Manila Electric Company (Meralco) na pinapayagan ang gobyerno na mag-takeover sa distribusyon ng koryente.

Ginawa ni Haresco ang paaalala noong Martes sa pagdinig ng House committee on good government and public accountability na tinalakay ang biglang pagtaas ng singil sa koryente sa gitna ng enhanced community quarantine (ECQ).

“How do we avoid this kind of ‘it bulaga’ (surprising increase), force majeure? Porke nawalan sila ng 30 percent, bigla na lang ang consumer, magsa-suffer? Buti na lang wala tayong mga riots katulad ng US,” ani Haresco sa pamamagitan ng teleconferencing.

Sa pagdinig, sinabi ni Meralco Senior Vice President at Head ng Legal at Corporate Governance Office, Atty. William Pamintuanm bumaba ng 30 porsiyento ang kita ng kompanya sa loob ng dalawang buwang ECQ.

Binangit din ni Pamintuan, tumaas ng 10 porsiyento ang konsumo ng residential consumers dahil sa quarantine.

“In totally our revenue went down because of the reduction in demand,” ani Pamintuan.

Hindi nagustohan ni Haresco ang “electric bill shocks” sa panahon ng kasalukuyang public health emergency.

“We have a provision, Section 7, in the franchise we gave to Meralco,” ayon kay Haresco.

“The right of government… a special right is hereby reserved to the President of the Philippines in times of war, rebellion, public peril, calamity, emergency, disaster, and disturbance of peace and order,” aniya.

“When read in full, the particular provision states the President’s right “in times of war, rebellion, public peril, calamity, emergency, disaster or disturbance of peace and order to take over and operate the distribution system of the grantee or to authorize the temporary use and operation thereof by any agency/department of the government upon due compensation to the grantee for the use of the said distribution system during the period when they shall be operated.”

Hindi rin naman sangayon ni Haresco sa ginawa ng Meralco na pinababayaran ang konsumo sa sistemang instalment.

“Sinasabi nila, puwede n’yo kaming bayaran after four months. E tubong lugaw naman ‘yan e. Babayaran naman talaga natin kasi itong kontrata ng gobyerno sa Meralco pero hindi naman dapat ganoon,” aniya. (GERRY BALDO)
