DAPAT silipin ng Kongreso ang progreso ng operasyon ng third telco na Dito Telecom kasunod ng report na nahuhuli sa kanilang ipinangakong target na pagsisimula ng operasyon, ayon kay dating Bayan Muna party-list Rep. Neri Colmenares.
Sinabi ni Colmenares, ikalawang quarter ng 2020 ang nakatakdang pilot testing ng Dito Telecom subalit lumilitaw na kulang-kulang pa rin ang pasilidad nito gaya ng communications tower at mga cell site.
Ani Colmenares, isang human rights lawyer, Hunyo 2019 nang mabigyan ng legislative franchise ang Dito Telecom, at Hulyo 2019 ay nakakuha na rin ng permit to operate sa Malacañang at Certificate of Public Convenience and Necessity mula sa National Telecommunciations Commission (NTC) ngunit makalipas ito, ang publiko naman ang ibinibitin dahil sa pagkakaantala ng kanilang operasyon.
Ang Dito Telecom na dating Mindanao Islamic Telephone Company, Inc. (Mislatel) ay isang consortium company na kinabibilangan ng Udenna Corporation (35% shares), Chelsea Logistics and Infrastructure Holdings Corp. (25%), kapwa pag-aari ng Davao-based businessman na si Dennis Uy at China Telecommunications Corporation (40%).
Bagama’t nabigyan na ng permit to operate ang Dito Telecom na kasama sa consortium ang China Telecom ay muling iginiit ni Colmeranes na dapat pigilan ng Kongreso ang pagpasok ng China sa Philippine Telecommunications sector.
“China poses a threat to the Philippines not only through its control of the energy grid but even in the telecommunications sector. Considering that we have a dispute with China because of its rapacious expansionism in the West Philippine Sea (WPS) and its trampling of our sovereign rights, it is absurd for the Philippines to give it control of our telecommunications system. Besides it is already the middle of January whatever happened to its operations which was approved last year,” ani Colmenares.
Marami aniyang pagkakataon na inirereklamo ng ibang bansa ng kasong expionage ang China na ginagamit ang kanilang mga telecom sa pag-eespiya, patunay umano rito ang report ng FireEye Mendiant, isang telecommunication watchdog na nagsabing ang China ay nag-develop ng isang “MessageTap” malware na may kakayahang mag-hack ng SMS data sa mga texter.
“China can compromise cellular networks by monitoring and saving SMS and extract messages. This is not only a violation of our right to privacy but even national security,” dagdag ni Colmenares.
Nais ni Colmenares na magsagawa ng imbestigasyon ang Kamara at i-withdraw ang pagpasok nito sa bansa.
“Congress should not only focus on its investigation into China’s hold of our energy grid but also its threat of holding one of the most vital and sensitive sector in the country, our telecommunications system. Congress has the power to grant franchises and also the power to withdraw these especially if it poses a threat the country and the Filipino people.”
Giit ni Colmenares, kaibigan ng Filipinas ang China ngunit kung papayagan itong panghimasukan ang karapatan ng bansa sa pamamagitan na rin ng pagkontrol sa energy at telecom sector ay hindi malayong mangyari na masakop ng China ang bansa.
