HINILING ng health workers ang P10-bilyong budget mula sa pamahalaang Duterte para sa Philippine General Hospital (PGH) sa isinagawa nilang piket sa bukana ng ospital, kamakalawa.
Isinaad ng All UP Workers Union-Manila, isang kinikilalang unyon ng rank and file na kawani ng pagamutan na makatuwiran ang hinihiniling nilang budget dahil makikinabang dito hindi lang ang health workers, kundi maging ang mga pasyente ng PGH.
Ayon kay Eliseo Estropigan, pangulo ng union, “The initial P10 billion budget demand for PGH would firstly help fund the upgrading of the hospital’s facilities as well as allow the purchase of additional equipment like ventilators and CT scans. Secondly, the budget would help alleviate the understaffing problem of PGH by hiring 300 additional nurses and 100 utility workers with permanent position, implement a P30K entry salary for nurses and increase the minimum wage of other health workers to P16K and regularize all PGH contractual workers. Lastly, it would allow a P2.4 billion budget allocation for the hospital’s indigent patients.”
Dahil sa kakulangan ng mga ventilator na pag-aari ng PGH, naroon ang EQUILIFE Medical Equipment Supplies and Services upang magparenta ng kanilang ventilator sa mga pasyente sa halagang P6,500 para sa tatlong araw na paggamit nito.
Isa itong halimbawa ng privatization ng isang serbisyong pangkalusugan sa isang pagamutang pag-aari ng gobyerno.
Sa hindi bababang 3,000 pasyente kada araw, naantala na ang pag-iiskedyul ng Department of Out-Patient Section (DOPS) sa mga diagnostic procedure at paglalabas ng resulta.
Umaabot nang halos dalawang buwan kada pasyente ang pila sa CT scan matapos matanggap ng departamento ang request.
Samantala, binatikos ni Senador Ralph Recto ang pagbabawas ng P456-milyong budget ng PGH sa taong 2020.
Mula sa kasalukuyang P3.2 bilyong budget, P2.8 bilyon lang ang ibibigay ng Department of Budget and Management (DBM) para sa PGH, na malayo sa operating budget nitong halos P5 bilyon.
Nakita sa General Appropriation Bill mula sa Kongreso na P200 milyon lang ang naibalik sa PGH.
“We are definitely for the improvement of PGH health service and therefore we are objecting to PGH budget-cut. This is a just call and therefore a death threat like what Dr. Gene Nisperos, President of the All UP Academic Employees Union-Manila had would not intimidate us to stop pushing for this well-grounded appeal. We demand an increase in the PGH budget because PGH is a nationally-acclaimed Ospital ng Bayan,” pagtatapos ni Estropigan.
