Depensa ng Meralco kontra-kompetensiya — Bayan Muna

HINIKAYAT nina Bayan Muna chairman Neri Colmenares at Rep. Carlos Isagani Zarate ang mga opisyal ng Manila Electric Company (Meralco) na muling basahin ang resulta ng imbestigasyon na nau­nang isinagawa bilang ‘offshoot’  sa tangkang pag-korner ng Meralco  sa ‘subsidiaries’ at affiliates power supply agreements (PSAs) na ang mga tuntunin ay pabigat para sa mga konsyumer.

Ang mungkahi ni Rep. Zarate ay matapos ihayag ng Meralco na walang batas sa bansa o patakaran na nagbabawal sa ‘affliated generation company’ (gencos) upang sumali  sa ‘bidding’ para sa ‘supply requirements’ ng ‘distri­bution utilities.’

Binigyang diin ng ko­ngre­sista na lumitaw sa isinagawang imbestigasyon sa Kamara na ipinagkaloob o ini-award ng Meralco ang kontrata sa kaanib nitong gencos power supply na nadiskubreng may P900 bilyon overpriced power rates na babayaran nila sa sarili nilang kompanya sa pamamagitan ng mga affiliated gencos.

“The House investigation caught Meralco with its hands in the cookie jar, yet Meralco is feigning inno­cence about it,” Ani Rep. Zarate.

Nakakita rin ng ‘probable cause’ ang Ombudsman  upang kasuhan ng pagla­bag sa ‘anti-graft law’ ang nasabing ERC officials matapos magbigay ng hindi makatuwirang benepisyo sa Meralco at iba pang kom­panya sa pamamagitan ng pag-exempt sa kanila sa mga requirement sa CSP.

“Fortunately, the Supreme Court stopped the award. In blocking the PSAs, the High Tribunal even went to the extent of castigating the ERC for a CSP postponement that ‘unconscionably placed this public purpose in deep freeze for at least 20 years.’ But Meralco thinks it did nothing wrong! We are not singling out Meralco per se but we are urging all other electric cooperatives or power dustributors who did not follow the CSP require­ments not to bid for the PSAs and we should be vigilant in guarding them,” giit ng Davao-based solon.

Kaugnay nito, sinabi ni Colmenares na ang ‘com­bined requirements’ na ini-award pabor sa gencos na 3,551 megawatts ay isang pagkokorner sa ‘electricity requirements’ sa lahat ng konsyumer sa Visayas at Mindanao.

“We further encourage these Meralco officials to review the country’s Philip­pine Competition Law on prohibited actions that substantially prevent, res­trict or lessen compe­tition,” saad ni Colmenares.
