Abuso sa OFWs para mahadlangan… Magna Carta palakasin — Koko Pimentel

IDINIIN ni Senador Aquilino “Koko” Pimentel III ang pangangailangang agad repasohin at rebisahin ang Republic Act 8042 o ang Migrant Workers and Overseas Filipinos Act of 1995 sa layuning matugunan ang lumalalang kaso ng pang-aabuso sa mga OFW.

“The Magna Carta for OFWs is still a good law but we may need to strengthen it to cover and penalize incidents of abuse of our Pinoy workers by employers and agencies abroad, and by Philippine-based recruitment agencies,” ani Pimentel.

Reaksiyon ito ni Pimentel sa ulat ng isang 22-anyos babaeng OFW na nasa pangangalaga ng Bahay Kalinga sa Jeddah, Saudi Arabia ang ginahasa at inabuso ng kinatawan ng local recruitment agency noong Disyembre 2018.

Idiniin ni Pimentel ang sinapit ng isang grupo ng domestic helpers na pinagtrabaho nang mahigit 10 oras sa iba’t ibang bahay bago muling inalila nang dalawang oras ng kanilang orihinal na employer.

Iniutos na ng  Philippine Overseas Employment Administration na siyasatin ang mga naturang insidente sabay banta na masususpende ang mga sumablay na lokal na ahensiya.

“Two things can be made to the existing Magna Carta. First, let’s expand coverage of violations and increase penalties, then we study the possibillity of increasing fund assistance allocations,” diin ni Pimentel.

Ayon kay Pimentel sa ilalim ng RA 8042 ay may nakalaang Legal Assistance Fund na P100 milyon.

Idinagdag ni Pimentel, nanguna sa 1990 Bar exams na sinusugan ang RA 10022 noong 2009 sa paglikha ng Congressional Oversight Committee na may kapangyarihang i-monitor ang pagsunod sa batas.

“The Magna Carta states that the Committee can determine weaknesses in the law and recommend the necessary remedial legislation or executive measures. Perhaps we need to constitute the Oversight Committee as soon as possible,” dagdag ni Pimentel na iginiit din ang paglikha ng Department of Overseas Filipino Workers (DOFW) na isa sa mga pangako ni Pangulong Rodrigo Duterte sa kampanyahan noong 2016.

“While we work to establish a DOFW, let’s improve the OFW Magna Carta,” dagdag ni Pimentel. “The law should be the last refuge of our modern Filipino heroes when their welfare is at stake.”
