140,000 manggagawa mawawalan ng trabaho sanhi ng TRAIN 2

MAAARING mapilitan sanhi ng TRAIN 2 ang semiconductor industry na patigilan sa pagtatrabaho ang mahigit 140,000 manggagawa sasandaling ipinatupad na ang rasyonalisasyon ng mga fiscal incentive, babala ni Semiconductor and Electronics Industries in the Philippines Foundation Incorporated (SEIPI) president Danilo Lachica sa Kapihan sa Manila Bay media forum sa Malate, Maynila.

Inihayag ni Lachica, ilang multinationals ang ngayo’y inililipat na ang kanilang expansion sa labas ng Filipinas dahil sa pag-aalinlangan kung pananatilihan ang mga tax incentive dito.

Ipinaliwanag niyang mahalaga at kailangan ang mga tax incentive para pumantay ang bansa sa mga Asian competitor nito, partikular sa timog-silangang Asya.

“Apart from this, multinationals want the government to retain the Philippine Economic Zone Authority (PEZA) as their point agency for investment needs,” kanyang idiniin.

“Incentives are important to remain competitive with the other Asian countries for foreign direct investments. Being mostly exporters, multinationals would also like to see that PEZA remains as their one-stop shop for business needs,” dagdag niya.

Batay sa panukalang mga reporma ng administrasyong Duterte, babawasan ng TRAIN 2 ang corporate income tax sa 25 porsiyento mula sa 30 porsiyento at magpapatupad din ng rasyonalisasyon ng mga fiscal incentive na ibinibigay sa mga foreign at local locator sa iba’t ibang economic zone sa kapuluan.

Bago rito, binigyang-pansin ng mga foreign chambers of commerce na kabilang sa mga pangunahing locators sa nabanggit na mga eco zones ay mga kompanya ng electronics at semiconductor, at gayondin sa business-process outsourcing,  na parehong pinakamalalaking export revenue earners ng bansa.

Sa tangka naming maibsan ang pangamba ng mga industry leader, sinabi ni trade secretary Ramon Lopez na sa kalaunan ay pananatilihin din naman ng TRAIN 2 ang competitive business atmosphere na makatutulong sa mabilis na paglago ng ekonomiya.

“It is not certain that it will lead to job losses, but we shall continue to attract potential investors even under the proposed set of incentives, which are enhanced, modernized, made more performance-based and time-bound,” ani Lopez.

Ngunit kinontra ito ni Lachica na ang isinusulong na mga termino sa ilalim ng ikalawang package ng tax reform ay maaaring magpataas sa production cost ng kanilang mga miyembrong kompanya.

“The bottomline is, it is gonna increase the cost for the companies on the average by about 40 percent,” pagtatapos ni Lachica.
