MUNTI DRUG SURRENDEREES TO UNDERGO AFTER-CARE PROGRAM
Mayor Jaime Fresnedi led a Peace and Order Council meeting last July 15 to discuss government’s activities such as the voluntary drug surrenderees operation and their preparation to MAPALAD (Mamamayan at Pamilya Laban sa Droga), a One Stop Shop-After care program for relinquished drug users and pushers.
The city government released steps in processing drug surrenderees. At the outset, PNP will summon or invite surrenderees to the “Barangay-based Processing Center.” The copy of “Writ of Undertaking/Surrender” will be presented to DAPCO.
As of July 19, the PNP recorded 1167 who surrendered, 24 were arrested, while report says 8 were neutralized.
A psychological assessment will then be conducted for minors and females, while interview or intake and waiver of surrenderee for adult males. The relinquished drug users and pushers will go through socio-economic survey, controlled by SSD, to determine if they qualify in the beneficiary of Crisis Assistance for the Rehabilitation of Indigent Drug Dependent (CARIDD), a Cost-Sharing Scheme provided under Section 74, RA 9165.
Subsequently, there will be drug dependency, medical and dental examination for minors and adults, which will be managed by the City Health Office.
DAPCO will carry out a Prevention Intervention Dialogue afterwards with experimenters and/or occasional users only, with the help of BADAC. The preparation and filing of court petition under section 54 or 61, RA 9165 will also take place.
On the other side, BADAC will: provide financial assistance under CARIDD; set periodic physical activities and monitoring of surrenderees as warranted; assist in the conduct of drug forums and awareness; and provide transportation for patients under temporary confinement to order to and from the rehab and court to attend hearing.
Alternative programs such as employment opportunities, education in tech-voc institute, finance assistance for business start-up, and scholarship among others will be provided after series of monitoring and involvement of intervention programs. However, advantages of programs will all base on a patient’s choice.
The meeting was attended by city officials, wherein Barangay representatives pledged to intensify the program tasked to function next week, with the help of their BADAC (Barangay Drug Abuse Council).
The meeting also talked about the proposal about building halfway or holding houses for those who surrendered, Barangay Muntinlupa Renewal Homes, and after care integration program for those who are willing to undergo rehabilitation, where scholarships, capitals, and employment referrals for “functional drug dependants” will then be provided.
The reintegration program will be continuously conducted on July 21, 27-29 in different barangays across Muntinlupa City.
Showed by the accomplishments and proposed programs of city officials, Mayor Fresnedi truly desires to completely drop the number of individuals addicted to drugs.
