P128-M paihi nasakote ng Customs
NASAKOTE ng mga tauhan ng Bureau of Customs - Customs Intelligence and Investigation Service (BoC-CIIS) at ng mga operatiba ng Manila International Container Port (MICP-CIIS ) sa pamumuno ni Alvin Enciso ang isang motorized tanker vessel at 11 lorry tanker truck sa Subukin Port, San Juan, Batangas na sangkot sa ilegal na paglilipat o mas kilala sa tawag na ‘paihi’ ng undocumented at unmarked diesel fuel na aabot sa halagang P128 milyon. P128-M ‘paihi’ nasakote ng Customs

TINATAYANG nasa P128 milyon halaga ng smuggled fuels ang nasamsam ng mga tauhan ng Bureau of Customs (BoC) mula sa isang motor tanker at ilang lorry truck na sinabing sangkot sa modus na ‘paihi’ sa Subukin Port sa San Juan, Batangas noong Martes, 4 Pebrero 2025.

Ayon sa BoC, nasa kabuuang 217,000 litro ng ismagel na krudo ang nakompiska ng Customs Intelligence and Investigation Service — Manila International Container Port (CIIS-MICP) katuwang ang mga tauhan ng Philippine Coast Guard (PCG) Task Force Aduana at ang Criminal Investigation and Detection Group (CIDG) – Batangas.

Anila, negatibo sa narcotics at pampasabog ang mga nasabing motor tanker.

Nabatid sa BoC, ang halaga ng 217,000 litrong gasolina na natagpuan ay tinatayang P13,020,000, habang ang motor tanker ay may tinatayang halaga na P60 milyon at ang 11 lorry truck ay nasa P55 milyon para sa P5 milyon bawat isa.

Ayon kay BoC Commissioner Bien Rubio, naging posible ang pagkakasamsam sa motor tanker at mga trak ng lorry dahil sa mabilis na aksiyon ng operatiba matapos makatanggap ng impormasyon hinggil sa mga nasabing sasakyang pandagat.

“Our team effort resulted from the collaboration of our agency and other relevant government departments. The illegal and fraudulent entry of smuggled fuel and the ‘paihi’ system hurt not only our legitimate fuel distributors but more so our consumers, the Filipino people, because unmarked fuel put them at risk and hazard,” ani Rubio.

“This is a critical and significant seizure because we need to make sure, as the agency at the forefront of border patrol, that only tested and safe fuel get to our markets,” dagdag ng opisyal.

Ang operasyon sa Subukin Port sa San Juan, Batangas ay nagbunga ng paghuli sa motor tanker na M/T Feliza na may kargang tinatayang 200,000 litro ng unmarked diesel, gayondin ang 11 lorry truck.

“The tanker and lorry both had failed results in the initial fuel sampling and testing conducted in the area by SGS Fuel Marking Team-Batangas and our CIIS-MICP (Manila International Container Port) agents. The fuel marking was at zero percent,” ani CIIS Director Verne Enciso.

Ayon kay Enciso, ang kakulangan ng tamang marka ng gasolina ay nagpapahiwatig ng kakulangan ng pagbabayad ng mga kinakailangang buwis at tungkulin sa nasamsam na gasolina.

Kinompirma rin ng opisyal na sa inisyal na resulta, halos P13 milyon ang natagpuang puslit na gasolina sa tanker at truck.

Ani Director Enciso, ang kapitan ng barko na si Adolfo Jabines Tindoy, ay natagpuang nagtatago sa deck ng barko nang sumakay ang team sa tanker.

Kaugnay nito, binanggit ni Intelligence Group Deputy Commissioner Juvymax Uy, ang kahalagahan ng nasabing operasyon na hindi lamang kontrol sa hangganan at patrol ang pagtuunan ng pansin kundi maging ang proteksiyon ng ekonomiya at mga mamimili mula sa mga mapanlinlang na negosyo.

“While our mandate is to protect and man our borders, it comes with the responsibility of making sure our consumers, especially those who purchase from small and independent retailers, have access to only legal, legitimate, and tested products, including fuel,” ani Uy.

“We have made significant strides in protecting our consumers from these illegal products, but the work for us is never over. We commend our team for this operation but we must still remain vigilant and even more committed now to put an end to this paihi system,” dagdag ni Deputy Commissioner Uy.

Ang paligid kung saan natagpuan ang mga tanker at lorry truck ay nasa seguridad na ng BoC team.

Nahaharap sa kasong paglabag sa Sections 117 at 1113 ng Republic Act 10863, o Customs Modernization and Tariff Act (CMTA), at RA 10963, o Tax Reform Acceleration and Inclusion (TRAIN) Law ang mga may-ari, kapitan ng barko, at mga tripulante ng sasakyang de-motor at mga truck dahil nabigo silang maipresenta ng mga kaukulang dokumento para sa nasamsam na  gasoline.
