TAHASANG sinabi ng isang kongresista mula Maynila na hindi isang bayani o diyos si dating Pangulong Rodrigo Duterte at iginiit na wala siyang kapangyarihan upang iabsuwelto ang mga tiwaling pulis na sangkot sa extrajudicial killings sa ilalim ng kanyang kampanyang gera kontra droga.

“He is not a hero. He is not God. He is not the law. He is not above the law. He is a plague,” sabi ni Rep. Rolando Valeriano, miyembro ng House Committee on Good Government and Public Accountability.

Ani Valeriano, dapat pairalin ang batas at panagutin ang mga may sala, sila man ang principals, conspirators, accomplices, o accessories sa krimen.

“It is not up to former president Rodrigo Roa Duterte to determine who are criminally, civilly, and administratively liable for crimes committed during his brutal war on drugs. His acceptance of legal responsibility for the criminal and inhumane war on drugs does not absolve others of liability,” sabi niya.

Grandstanding o pagpapabida lang din aniya ni Duterte nang akuin nito ang responsibilidad sa mga krimen na nagawa ng mga pulis na sumunod sa kaniyang mga utos na udyukan na manlaban ang mga suspek upang mapatay nila.

Ipinunto ni Valeriano na inaasahan ng House Quad Committee ang pangako ng dating Pangulo na dadalo sa pagdinig.

               “The House has its own sets of questions intended to unearth the truth and the facts. Our findings and recommendations will be based on evidence. We will forward our findings to the DOJ,” aniya.

Maaari aniyang manguna ang Department of Justice (DOJ) o Office of the Ombudsman sa pagtukoy ng pananagutan niya at ang pagtukoy sa probable cause at hayaan ang korte na tukuyin kung guilty siya.

Wala na aniyang immunity si Duterte mula sa paghahabla dahil hindi na siya pangulo.

“There are no pending criminal cases against the former president, but he does have pending charges before the International Criminal Court. Those ICC charges he will have to face first. It will take a while for either the DOJ or Ombudsman to file criminal charges and to decide whether and how he will be turned over to the Interpol, which implements arrest orders of the ICC,” wika niya.

May mga ulat na magpapalabas na ng warrant of arrest ang ICC laban kay Duterte at sa mga pangunahing tagapagpatupad ng madugong gera kontra droga, kabilang na si dating PNP chief at ngayon ay Sen. Ronald “Bato” dela Rosa.
