Japan makatutulong sa pagbabalik ng Bicol express – solon

NANINIWALA ang isang kongresista na malaki ang maitutulong ng bansang Hapon sa Rhiyong Bikolandia kung popondohan nito ang pagkumpuni ng nawalang  Bicol Express Railway Line.

               Ayon kay Bicol Saro partylist Rep. Brian Raymund S. Yamsuan, mainam na tingnan ito ng Department of Transportation  (DOTr) upang maibalik ang serbisyo ng tren sa Bikolandia.

               Ani Yamsuan, patuloy ang pagtulong ng Japan sa mga proyektong pang-impraestruktura sa bansa sa pamamagitan ng pagpopondo sa mababang interes.

Aniya, ang konstruksiyon ng Metro Manila Subway ay pinopondohan ng Japan International Cooperation Agency (JICA) sa pamamagitan ng utang na may taunang interes na 0.3 porsiyento sa “non-consulting services” at  0.2 porsiyento sa “consulting services” sa loob ng apat ng dekada.

               “JICA’s concessional loan terms for the Philippines remain competitive enough for the Department of Transportation (DOTr)  to consider Japan as a viable funding option for the revival of the Bicol Express rail line,” ani Yamsuan.

               Anang kongresista, ang Bicol Express ay maibabalik kapag natuloy ang unang yugto ng konstruksiyon na nagkakahalaga ng P142 bilyon.

“We need to see far into the future and not merely set our sights on easing traffic congestion in Metro Manila. With bustling urban hubs sprouting outside the National Capital Region, traffic would sooner or later be a problem for commuters residing in these areas. Reviving the Bicol Express is one way to ease the increased traffic going to South Luzon and broaden transportation choices for commuters,” paliwanag ni Yamsuan.

Naniniwala si Yamsuan, kaya ng bansang Hapon na pondohan ang malalaking proyekto na natigil mula nang sibakin ng gobyerno ang Tsina sa pagpopondo sa mga proyektong ito.

               Aniya, maaaring idaan sa Official Development Assistance mula sa Japan at ang iba naman ay mula sa Public-Private Partnership (PPP).

Samantala, sinabi ng dating kongresista at ngayon ay investment analyst na si Terry Ridon ng InfraWatch PH, ang Japan ay pinakamalaking “development partner” ng bansa at mainam na kunin sa pagpopondo ng mga proyekto.

               “Reviving the Bicol Express would provide commuters with a fast, safe, affordable, and comfortable mode of transport going to and from Bicol; accelerate economic growth and create more jobs and livelihood opportunities in the region; boost tourism; and reduce the country’s carbon footprint,” ani Yamsuan.
