PINAALALAHANAN ng Movie and Television Review and Classification Board (MTRCB) ang lahat ng mga operator ng mga pampublikong sasakyan na tanging mga pelikula at palabas sa telebisyon na may “G” at/o “PG” rating lamang ang pinahihintulutang ipalabas sa loob ng mga pampublikong sasakyan.
Nakasaad sa MTRCB Memorandum Sirkular Blg. 09-2011 na ang lahat ng mga pampublikong sasakyan at pampublikong lugar na nagpapalabas o nagtatanghal ng mga “motion picture” ay itinuturing na rin na “movie theaters” dahil ito ay accessible sa lahat.
“All common carriers and other public places that openly and publicly exhibit motion pictures shall be treated as movie theaters for purposes of regulation by the Board.
“Owing to their public service character and accessibility to the public regardless of age, common carriers and other public places can only publicly exhibit motion pictures classified by the Board as for General Patronage (G) or Parental Guidance (PG).
“Materials with contents beyond the ‘PG’ rating, are prohibited for public exhibition in common carriers and other public places: Sexually derived and vulgar use of swear words or those referring to the genitalia; Use of strong expletives; Sexually oriented nudity; Breast exposure; Implied and graphic depiction of sexual activity; Exhibition of genitalia and excretory functions; Glamorization of violence and criminals; Portrayal of characters taking pleasure in inflicting or receiving pain; Sexual violence; Focalization on injuries and blood; Images of drug and substance use; Gory and strong scary scenes; Those that are contrary to law and/or good customs, and finally; Those that are libelous or defamatory.”
Taong 2011, lumagda ang MTRCB ng Memoranda of Agreement kasama ang Land Transportation Franchising and Regulatory Board (LTFRB), at Maritime Industry Authority (MARINA). Layunin ng ugnayan ng mga ahensiyang ito ang maproteksiyonan ang kapakanan ng publiko laban sa mga pelikula at palabas sa telesbisyon na offensive at labag sa contemporary Filipino cultural values, na siyang pamantayan ng MTRCB Board sa pagrerebyu ng mga nilalaman ng pelikula at telebisyon.
