Para sa informal settlers sa NCR
IN-CITY RESETTLEMENT APROBADO SA KAMARA

KUNG noon ang mga binansagang squatters (Informal settlers) ay itinatapon sa mga lugar na walang tubig, koryente at trabaho, ngayon ay magkakaroon sila ng pag-asang manatili sa bayan na kinatitirikan ng kanilang bahay.

Ayon kay TINGOG Party-list Rep. Yedda Marie K. Romualdez, inaprobahan na ang House Bill (HB) No. 5, na nag-uutos sa pamahalaan na ang relokasyon ng informal settlers ay dapat sa loob ng lungsod o malapit sa lungsod ng kanilang tinitirahan.

Ayon kay Romualdez, tagapangulo ng House Committee on Accounts, ang pag-aprub sa panukala ay tugon sa problema ng housing para sa urban poor. Nakakuha ito ng 254 boto sa huli at pangatlong pagbasa.

Ani Romualdez, nagkaroon ng bagong anyo ang mga informal settlers sa panukala kung saan naging “stakeholders” sila at hindi lamang benepisaryo ng resettlement ng gobyerno.

               Ayon sa datos, mula sa pamahalaan noong 2017 51% ng informal settlers sa bansa ay nakatira sa “danger-prone areas” at 39% ay nasa Metro Manila.

“While residents may have better shelter and security, they nevertheless lose mobility and access to income and livelihood and social services,” ani Tingog party-list Rep. Jude Acidre.

Ani Acidre, noong mga nakaraang dekada, ang polisiya ng gobyerno ay i-relocate ang mga informal settlers sa malalayong lugar na walang trabaho at social service.

Bukod kay Yedda Marie Romualdez, bomoto rin sa panukala si House Speaker Martin Romualdez at iba pang batikang mga kongresista kasama si Neptali Gonzales II ng Mandaluyong ; Ralph Recto ng Batangas; Joey Salceda ng Albay; Elpidio Barzaga ng Dasmariñas City at Alfred de los Santos ng Ang Probinsyano partylist.

Babaguhin ng panukala ang Saligang Batas kung saan uutusan nito ang pamahalaan: “to undertake, in cooperation with the public sector, a continuing program of urban land reform and housing which will make available at affordable cost decent housing and basic services to underprivileged and homeless citizens in urban centers and resettlement areas.”

“While the government has been providing resettlement sites to informal settler families, these sites have been mostly off-city. These do not provide employment opportunities and livelihood, as well as social services,” anang panukala.

“As a result, many families are drawn back to the cities to find employment that would provide for their needs, ending up living again in informal settlements that are the embodiment of abject poverty, social exclusion, and unsafe housing,” saad nito. (GERRY BALDO)
