China layas sa Ayungin, giit ng Defense

ANG China ang dapat lumayas dahil trespassing sa Ayungin Shoal na nasa loob ng 200-mile exclusive economic zone (EEZ) ng Filipinas base sa United Nations Convention on the Law of the Sea (UNCLOS) na kaisa sila sa nag-ratify noong 1982.

Tugon ito ni Defense Secretary Delfin Lorenzana sa pahayag ng China na dapat tanggalin ng Filipinas ang BRP Sierra Madre na nakahimpil sa Ayungin Shoal at ang pagpayag ng Beijing na maghatid ng supply sa BRP Sierra Madre para sa mga sundalong nakahimpil sa barko ay dulot lamang ng humanitarian consideration.

Giit ni Lorenzana, ang China ang dapat sumunod sa international obligations lalo’t sa desisyon ng arbitral tribunal ay walang basehan ang pag-angkin ng Beijing sa buong South China Sea.

“Ayungin lies inside our EEZ which we have sovereign rights. Our EEZ was awarded to us by the 1982 UNCLOS which China ratified. China should abide by its international obligations that it is part of. Furthermore, the Arbitral award ruled that the territorial claim of China has no historic nor legal basis. Ergo, we can do whatever we want there and it is they who are actually trespassing. Meron tayong dalawang dokumento na nagpapatunay na meron tayong sovereign rights sa ating EEZ habang sila ay wala at ‘yung claim nila walang basehan,” ayon kay Lorenzana sa isang kalatas.

Sa pagkakaalam ni Lorenzana, walang commitment ang Filipinas na alisin ang BRP Sierra Madre sa Ayungin Shoal taliwas sa pahayag ng China na dapat tuparin ng Philippine government ang pangakong tatanggalin ang barko.

“As far as I know there is no such commitment. That ship has been there since 1999. If there was commitment it would have been removed long time ago,” anang defense chief.

Sinabi ni National Security Adviser Hermogenes Esperon, Jr., walang karapatan sa Ayungin ang China dahil bahagi ito ng teritoryo ng Filipinas at malayong-malayo sa China.

Mananatili aniya ang BRP Sierra Madre sa Ayungin, hindi aalisin at puwedeng i-preserve at gawing permanent detachment.

Para kay dating Supreme Court Associate Justice Antonio Carpio, isa sa nagsampa ng isyu sa arbitral tribunal laban sa China, ang nangyari sa Ayungin ay nagpapakita lang sa buong mundo ng mapang-aping ugali ng China laban sa maliliit na bansa.

Matatandaan na hinarang at binomba ng Chinese Coast Guard ang resupply boats na maghahatid ng supplies ng mga sundalong nakatalaga sa Sierra Madre noong nakaraang linggo.

Natuloy noong Martes sa Ayungin Shoal ang resupply boats ng Filipinas ngunit dinikitan pa rin sila ng Chinese Coast Guard at kinunan ng larawan at video. (ROSE NOVENARIO)
