MALABONG pagbigyan ng administrasyong Duterte ang hirit ng International Criminal Court (ICC) na magbigay ng pruweba na gumugulong ang hustisya para sa mga napaslang na biktima ng drug war.
Ang hiling ni ICC Prosecutor Karim Khan na ebidensiya sa drug war killings probe sa Philippine government ay kasunod ng apela ng administrasyong Duterte sa ICC na pansamantalang itigil ang imbestigasyon sa kasong crimes against humanity of murder laban kay Pangulong Rodrigo Duterte at iba pa niyang opisyal kaugnay sa isinulong na madugong drug war.
“While we have received reports that International Criminal Court (ICC) Prosecutor Karim Khan will request the Philippines to provide substantiating information regarding its investigations into allegations involving the country’s anti-illegal drug campaign, we would like to clarify that we have yet to receive a formal request with regard to this matter,” sabi ni Cabinet Secretary at acting Presidential Spokesperson Karlo Nograles sa isang kalatas.
“That being said, we reiterate our position that the ICC has no jurisdiction to probe our campaign against illegal drugs. Clearly, the ICC prosecutor’s request for information is an acknowledgment that alleged victims can seek redress in Philippine legal institutions because these are independent, impartial, and competent,” dagdag niya.
Giit ni Nograles, gumagana at may kakayahan ang criminal justice system sa bansa at katunayan ang nilagdaang kasunduan ng Philippine National Police (PNP) at ng National Bureau of Investigation (NBI) na magsagawa ng ‘cooperative investigations’ bilang ebidensiya na hindi umiiral ang culture of impunity sa Filipinas at ang mga lokal na institusyon ay may komitment na panagutin ang mga maysala.
Nauna rito’y inihayag ni Khan na ang request ng Philippine government na pansamantalang itigil ang ICC probe sa Duterte drug war killings ay kahandaan na makipagtulungan sa Office of the Prosecutor.
“The effective implementation of the Rome Statute is a responsibility shared between the ICC and States, including State Parties to the Rome Statute and other States where the ICC has jurisdiction, such as the Philippines,” ayon sa ICC statement.
Ilang beses iginiit ni Pangulong Duterte na hindi siya papayag na litisin sa hukuman ng mga dayuhan pero may isang pagkakataon naman na sinabi niyang pinaghahandaan niya ang depensa sa mga kasong kinakaharap sa ICC.
