NAKAHANAP ng kakampi ang Designated Survivor bill ni Sen. Panfilo Lacson sa katauhan ni Presidential Spokesman Harry Roque.
Ayon kay Roque, bagama’t may malinaw na line of succession na nakasaad sa Saligang Batas kapag may nangyaring hindi maganda sa Pangulo ng bansa, dapat din isaalang-alang kapag nangyari sa totoong buhay ang istorya ng Netflix series na Designated Survivor na namatay sa pagsabog ang US President, Pangulo, Vice President, Senate President, House Speaker, at lahat ng miyembro ng gabinete maliban sa isa kaya’t itinalaga siyang kapalit ng nasawing pangulo ng Amerika.
“We have a clear line of succession all the way down to the House Speaker but what happens in fact if similar to what happened in the TV series, everyone perishes ‘no. So perhaps there is a — there is definitely wisdom in the bill filed by Senator Lacson but he would now have to file a counterpart measure in the House because the author in the House has withdrawn her authorship of the bill ‘no,” ani Roque sa panayam sa CNN kahapon.
Binawi kamakailan ni Quezon City Rep. Precious Hipolito-Castelo ang kanyang panukalang batas kaugnay sa designated survivor dahil iginagalang niya ang line of succession na nakasaad sa Konstitusyon.
Base sa Senate Bill 982 na inihain ni Lacson , itatalagang kapalit ng Pangulo kapag may naganap na trahedya sa bansa gaya nang nangyari sa Designated Survivor Netflix series ang: “the most senior Senator, based on the length of service in the Senate; the most senior Representative based on the length of service in the House of Representatives; the member of the Cabinet designated by the President.”
Nanawagan si Lacson sa Senate Committee on Constitutional Amendments and Revision of Codes and Laws na kagyat na magsagawa ng pagdinig sa kanyang panukalang batas.
“Because of the failure of Congress to pass the necessary legislation in extending the line of succession beyond the Speaker of the House of Representatives, a constitutional crisis is possible if all four top elected officials, God forbid, die in one event such as the SONA due to a terrorist attack in the Batasang Pambansa, or any occasion where the President and all three officials in the line of constitutional succession are present,” ani Lacson.
