SINERTIPIKAHAN bilang urgent ni Pangulong Rodrigo Duterte ang House Bill 6875 upang dagdagan ang ngipin ng batas kontra-terorismo sa bansa.
Sa liham ng Pangulo kay House Speaker Alan Peter Cayetano na ipinadala kahapon, hiniling niya ang kagyat na pagsasabatas ng bagong Anti-Terror Bill para masugpo ang mga gawaing terorista na binabanggit sa pambansang seguridad at para sa kapakanan ng mga mamamayan.
Kaugnay nito, binatikos ng National Union of Journalists of the Philippines (NUJP) ang HB 6875 dahil mas malala pa ito sa Human Security Act of 2007 na mas maraming karapatan ang susupilin gaya ng “freedom of the press and of expression, at higit umano nitong ‘patatatagin ang impunidad’ bunsod ng pagtatanggal sa malupit na parusa laban sa mapang-abusong pagpapatupad sa batas.
“This bill, which is much worse than the repulsive Human Security Act of 2007, would negate so many of our rights, including those to freedom of the press and of expression, and institutionalize impunity with the removal of justifiably harsh penalties against abusive implementers of the law,” pahayag ng NUJP.
Ibinasura rin ng NUJP ang dispalinghadong argumento na kulang sa ngipin ang HSA dahil sa mga restriksiyon sa pagpapatupad nito.
“To the contrary, laws that would curtail people’s basic rights and freedom SHOULD impose severe restrictions AND penalties on abusive implementers,” anang NUJP.
Kahit wala pa anila ang naturang panukalang batas ay nakita na kung gaano kairesponsable ang ilang ahensiya ng pamahalaan sa pag-akusa sa lehitimong mga organisasyon, gaya ng NUJP, na iniuugnay sa mga rebeldeng komunista kahit walang ebidensiya, mga akusasyon na naghatid ng kapahamakan sa maraming tao.
“They have, in fact, actually resorted to half-truths and outright lies to paint perfectly legitimate causes, such as protesting the shutdown of ABS-CBN, and to justify this practice when called out because these are necessary to prevent the “rebels’ supposed exploitation” of the issue. This is, in effect, government scaring people from exercising their basic rights,” anang NUJP.
“We call on Congress to do the right thing by the people you profess to represent and work for, and amend this legislation into one that puts primacy on the defense and respect of rights in the fight against terrorism,” panawagan ng NUJP. (ROSE NOVENARIO)
