Tulong-pinansiyal ng FDCP, na-extend hanggang Abril 30

PINANGUNAHAN na ng Film Development Council of the Philippines (FDCP) ang pamamahagi ng tulong pinansiyal para sa mga taga-movie industry at miyembro ng media na walang kinikita ngayon dahil sa Enhance Community Quarantine na muling na-extend hanggang Abril 30.

Nag-release ng mahigit sa P4.5-M ang FDCP mula sa reallocated funds through the Disaster/Emergency Assistance and Relief (DEAR) Program, providing financial support to freelance audio-visual (AV) content workers impacted by the coronavirus disease 2019 (COVID-19) crisis.

As of April 6, mahigit 600 displaced freelance AV content industry members na ang nakatanggap ng one-time tax-free DEAR financial support. Film and television workers covered by the DEAR ACTION! At halagang P8,000 ang natanggap nila at P5,000 naman para sa entertainment press members mula sa DEAR PRESS program.

Ayon kay FDCP Chairperson Liza Dino, “Ang DEAR Program ay tulong ng gobyerno para sa ating workers para maibsan man lang ang hirap na pinagdaraanan nila. In this time of global crisis, it’s important to be one with the industry and help our own. Every gesture counts.

“Thank you to everyone who has been supporting this initiative. Let us keep spreading the word out there as we are still accepting applications for our freelance workers who lost work during the COVID-19 pandemic. FDCP is here to help. Please do not hesitate to send your inquiries through our text hotline and e-mail. Our DEAR Agents are ready.”

Nagbigay din si Dino ng updates sa binagong proseso ng application. Una, wala ng cap sa income eligibility ng DEAR ACTION! applicants. Lahat ay pwede na a AV content workers na makapag-aplay. Subalit uunahin muna ng FDCPang may mga mababang kita o iyong may mga talent fee na P3,000 o mababa pa kada araw o may package rate na P20,000 o mababa pa rito per project.

Ikalawa, iyong mga bilang ng araw na na-suspend o nakansela ang trabaho ng pito o limang araw—maging ito’y sa pre-production, production, o post-production.

Ikatlo, ang mga AV company tulad ng production at suppliers ay maaari ring makapag-aplay sa DEAR ACTION! bilang freelancers na kung saan sila nagtagtrabaho.

Inilunsad ang FDCP DEAR Program noong March 23 para matulungan ang mga freelance AV content workers na nawalan ng trabaho o agad natigil ang trabaho dahil sa major natural disaster o public health emergency tulad nitong Covid-19 crisis. Naipatupad lamang ang DEAR fund nang magdeklara ang Pangulo ng state of calamity.

Inaasahang matutulungan ng FDCP ang may 2,500 freelance AV content workers dahil dito sa Covid-19 na mayroong P20-M budget mula sa limitadong pondo. Sinimulan namang mamahagi ng DEAR ACTION! at DEAR PRESS! financial aid noong March 27.

Samantala, umaasa rin ang FDCP na matulungan ang may 50,000 disaster-affected AV freelancers mula sa content at live performance sectors sa iba’t ibang fields nito tulad ng animation, new media, television, at film. Patuloy ding kumakalap ng dagdag na tulong ang national film agency mula sa Office of the President at sa upper at lower house ng Congress.
