INATASAN na ni Department of Interior and Local Government (DILG) Secretary Eduardo Año ang PNP Region 3 at ang Nueva Ecija provincial director na bitbitin palabas ng kanilang opisina ang lahat ng mga suspendido at nasibak na local executives, kabilang si Nueva Ecija Governor Aurelio Umali, na una nang hinatulang masibak ng Office of the Ombudsman dahil sa kasong katiwalian.
Sa inilabas na memorandum ng PNP National Headquarters mula sa Camp Crame, may petsang 22 Agosto 2019 at pirmado ni P/BGen. Emmanuel Licup ng Directorate for Operations, pinakilos nito ang lahat ng regional directors at mga provincial chief sa buong bansa na ipatupad sa lalong madaling panahon ang desisyon ng Ombudsman.
Sinabi sa memorandum na ilabas sa opisina ang lahat ng opisyal ng lokal na pamahalaan na inalis sa puwesto sa pamamagitan ng pinal na desisyon ng Ombudsman tulad ng dismissal at perpetual disqualification kay Governor Umali at sa iba pang halal na opisyal noong May 2019 elections.
Sa desisyon noong 14 Nobyembre 2016, sinabi ng Ombudsman na napatunayang guilty si Umali at ang Agriculture Regional executive director na si Renato Mantan ng paglabag sa RA 3019 o Anti-Graft and Corrupt Practices Act matapos bumili ng liquid fertilizer na overprice gamit ang pork barrel habang siya ay kongresman pa.
Aabot sa 7,920 bottles ng liquid fertilizer ang binili sa halagang P1,500 bawat bote o P12 milyon ngunit napatunayan sa imbestigasyon na P150.00 lamang pala ang presyo nito kada isa.
Bukod sa pagpapatanggal bilang gobernador, kasama rin sa November 14, 2016 decision na pirmado ni Graft Investigator and Prosecutor Karla Maria Barrios ang perpetual disqualification o pagbabawal kina Umali at Manantan na makahawak ng posisyon sa gobyerno habambuhay.
“In this regard, forwarded is the copy of the above-mentioned directive to ensure that it carried into effect and to cause the appropriate action in case of the defiance of all concerned including but not limited to preventing suspended/dismissed official from reporting to office, effecting the bodiy removal of those who will insist of reporting to office and padlocking the office when his successor refuses to use the same,” saad sa memorandum.
