Then, Manila Police Colonel Alfredo S. Lim, the only cop honored five times by the PH (TOPP) award of Phil. Jaycees who rose from the ranks to become a full colonel in the Western Police District. Now, retired Major General Alfredo Siojo Lim, and the living legend manila as Mayor Fred Lim.

“The Western Police District has proven once again that it is Manila’s Finest. The refusal of its top officers      Col.Alfredo S. Lim Not to Accept P100,000.00 cash Bribe from a Chinese in possession of fake revenue stamps is a fresh gust of wind in these times of crass materialism.  It shows that Manila Police Officers like bemedalled Col.Alfredo Lim are made of stern stuff.

Even in the solution of crimes, the Manila Police have remained on top of the heap. There have been instances where crime were solved by Manila Cops within days after they were committed.  This is in sharp contrast to other crimes committed in other in the Jurisdiction where the solution has, after months and years, remained hanging. The success of the Manila Police can certainly be attributed to its leadership. Gen. Narciso Cabrera, Jr. and Col Alfredo Yson and other officials of Manila’s Finest have reason to be proud of their Organization. And Lt. Gen. Fidel V. Ramos, PC Chief, and Major Gen.Prospero Olivas of the PC Metrocom have reason, too, to be proud of what their support has done to the Manila Police.”

“A years back, an armed robber was caught by the Manila Police at Rizal Park.  Nobody expected the cash to appear at the hearing but it did. The owner of the money fainted when he saw some P137,000.00 being counted to him.

That Police Team was led by Col.Alfredo S. Lim of the MPD.  The team recovered the money in Tondo, when they arrested the other robbers.  This is same Alfredo S. Lim who rejected an offer of P100,000.00 from the Chinese smuggler who was caught with 17 Million worth of Fake BIR Stamps.  The INP merit Medal and Promotions are due P/Sgt. Antonio Sapalo,Pfc Lucio Margallo IV and Pat.Armando Siscar, Members of Lim’s Squad.  The other Policeman who collaborated, deserve the INP Medal, too.”
